Legislating for the ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of the EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, intersectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how the EAF is being implemented through national policy and legal frameworks, FAO developed "A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks". This second edition of the legal report on the EAF contains a revised analysis of the extent to which the 82 EAF legal requirements, which are considered the minimum standards in legislating for the EAF, are incorporated in the United Republic of Tanzania's policy and legal instruments relevant to the fisheries sector and other relevant sectors of the country (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of the EAF. This second edition of the EAF Legal Report of the United Republic of Tanzania is based on the findings from two missions carried out by FAO, with support from the EAF-Nansen Programme, to the United Republic of Tanzania. The first mission was undertaken in March 2023, when the first edition of the report was presented to the government and various other stakeholders, in Dodoma, and additional information was collected. Additional information was collected in the second mission, undertaken in August 2023, when FAO supported the Ministry of Livestock and Fisheries of the United Republic of Tanzania in launching the process for the comprehensive review of the 2015 National Fisheries Policy and the 2003 Fisheries Act, as amended in 2020, from Mainland Tanzania, at a national workshop held in Morogoro. The second edition of the EAF Legal Report of the United Republic of Tanzania was endorsed by the Ministry of Livestock and Fisheries in August 2023.

The Government of the United Republic of Tanzania recognizes that sustainable development cannot be achieved without attaining gender equality; hence, gender is mainstreamed in all sectors, including the agriculture sector. This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.

This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that after a prolonged decline hunger appears to be on the rise. In sub-Saharan Africa there were about 224 million undernourished people in sub-Saharan Africa in 2016, up from 200 million in 2015. In many countries, the worsening situation in 2015 and 2016 can be attributed to adverse climatic conditions, often linked to the El Niño phenomenon, resulting in poor harvests and the loss of livestock. Conflict, sometimes in combination with drought or floods, also contributed to severe food insecurity in several countries. Lower commodity prices and a difficult global economic environment have furthermore contributed to the worsening food security situation. The worrying trend in undernourishment is not yet reflected in the series of indicators referring to nutritional outcomes in the region, with the prevalence of stunting and wasting for children under the age of five continuing to decline gradually. However, progress towards the World Health Assembly global nutrition targets has been generally poor. While a relatively large proportion of countries are on track to meeting the target for overweight in children, the rates for adult obesity are soaring in all regions and are especially high in Southern Africa. The report also finds that across the board, countries have developed and are developing policy frameworks and investment plans that are aligned, or efforts are being made to align them, with the goals of the Malabo Declaration and SDG 2. Through CAADP, policy processes are coherent, and this initiative has raised the profile of agriculture and heavily influenced agricultural policy at regional and national levels. However, the worrying trends in undernourishment underline the need for even greater efforts to achieve the SDG 2 by 2030. The thematic part of the report focuses on the food security and nutrition–conflict nexus. Conflict is not only an increasingly important cause of food insecurity and malnutrition but food insecurity and malnutrition can also become conflict multipliers. Addressing the causes of conflicts and supporting food security and livelihoods can help build resilience to conflict and contribute to sustaining peace.

The poultry sector continues to grow and industrialize in many parts of the world. An increasing human population, greater purchasing power and urbanization have been strong drivers of growth. A clear division is developing between industrialized production systems of large and medium size feeding into integrated value chains, and extensive production systems supporting livelihoods and supplying local or niche markets. The primary role of the former is to supply cheap and safe food to populations often distant from the source of supply, while the latter acts as a livelihood safety net, often as part of a diverse portfolio of income sources. Understanding how poultry production systems and value chains work is essential in order to develop a country’s poultry sector sustainably. In Uganda, conditions in reproductive, maternal, newborn, child, and adolescent health (RMNCAH) remain the primary drivers of morbidity and mortality, accounting for 60 percent of years of life lost. The high burden of these conditions can be attributed to a poor quality of care resulting from inadequate financial, human, and material resources compounded by weak multisectoral coordination. Moreover, the country's high population growth rate and a young population imply that RMNCAH service delivery will continue to dominate health sector reforms--even with the increasing prevalence of noncommunicable and infectious diseases. Over the past two decades, Uganda has focused on improving the quality of RMNCAH service delivery, leading to declines in the maternal, infant, and under-five mortality ratios and the increased use of modern contraception among married women. However, the neonatal mortality and teenage pregnancy rates have stagnated, and the low civil registration of births and deaths remains challenging. Investing in Reproductive, Maternal, Newborn, Child, and Adolescent Health in Uganda: What Have We Learned, and Where Do We Go from Here? comprises 12 studies conducted as part of the RMNCAH Operational Research Program drafted between 2019 and 2021 and finalized and disseminated in October 2022 across 45 districts of Uganda with funding from Sweden and the World Bank. These studies underscore important lessons learned and offer suggestions for enhancing the delivery of RMNCAH interventions. Each chapter represents one study and discusses service delivery, the health workforce, financing, health information systems, and governance and leadership. Two appendixes summarize key findings and recommendations and explain the roles of key stakeholders in the RMNCAH Operational Research Program.
