The last national election reposed such an overwhelming confidence of both native and foreign born people in the new Federal Administration that there is ground for renewed hope of the possibility of obtaining an immigration policy which will be representative of the wishes of all of the people of this great Republic. There are indications that the hysteria concerning an "immigrant invasion" is disappearing; and that there is to be a return to a quiet time of normal thinking and just feeling. The appointment of exceptionally able statesmen to the posts of Secretary of State, of the Treasury, and of Commerce, strengthens the belief that the international aspects of immigration will receive due attention. The appointment of a Commissioner-General of Immigration thoroughly familiar with the subject is a further assurance that the national conduct of immigration will be improved, and that the laws will be better enforced. There is a likelihood that the percentage limitation bill will pass Congress, in which case the apprehension concerning an "alien invasion" will be be removed. This will set the American mind free to consider larger phases of the question. It therefore seems to be an opportune time to urge that we take time to study, to analyze, and to compare notes upon the post-war changes which affect aliens.
