This working paper highlights two major findings regarding the DC metro area's immigrant population. The first finding is that the region's foreign-born population is substantially different from its native born counterpart in many aspects. Overall, the foreign-born population in the region is more likely to have no high school diploma. They have higher labor participation rates, higher self-employment rates, lower median earnings and median household income, and are employed in different industry sectors than the native-born population. The second major finding is that the DC metro area's immigrant population is a very heterogeneous group and it is misleading to draw conclusions about this population without differentiating by region of origin or citizenship status, for example. Substantial differences exist among the foreign-born population in terms of educational level, earnings, income, and industries engagement, depending on the immigrants' country/region of origin and citizenship status.

The goal of this study is to improve the understanding toward the immigration population in labor market in the Washington MSA, to reveal their strategic strengths and weaknesses, and to provide insights and evidence for more efficient immigration policy. Examination on the flow and stock data reveals that the Washington MSA is playing a more important role as a long-term settlement destination than as a gateway for immigrants, and this may be associated with the region's strength in providing relatively stable and technology-driven jobs. Occupation niche study found that immigrants demonstrate a bimodal structure for education requirement, since the niche occupations tend to require either very much or very little education. Finally, the shift-share analysis on sectoral data from 2000 to 2009 pointed out that the top three attraction sectors for immigrants are public administration, business repair/services, and professional or related industries. Public sector being the number one attraction is a surprising result since it requires great U.S. credential and is therefore not usually considered as a sectoral niche for immigrants.

The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. In an analysis of recent immigration patterns in Washington, D.C., Terry A. Repak documents the unusual predominance of women among Central American immigrants. Two thirds of the arriving immigrants in earlier decades have been women, many of them recruited by international diplomats and U.S. government employees to work as housekeepers and nannies. Repak considers the labor force participation patterns for women compared to men, the effect of immigration laws—particularly the IRCA's uneven impact on women versus men—and the profound adjustments in gender roles and identities that accompany migration. Showing an extraordinary amount of autonomy, most of these immigrant women decided to migrate without consulting either fathers or partners, and they gained even greater independence once settled. Repak plots the career trajectories of numerous Central American immigrant women and men to illustrate the array of the women's responses, gender differences in the migration and assimilation experience, the availability of work, and the possibility for upward mobility and higher wages. Providing social, economic and political context, she looks at the conditions that set the stage for this migration, including the rapid expansion of service jobs in the 1960s and 1970s in Washington, D. C. and the political strife in such Central American countries as war-torn El Salvador, Nicaragua, and Guatemala.
