Some of these needs have been recognized by the people to be a responsibility of the state; others are considered the responsibility of the individual, his family, or his community - through either public or private means. The laws of the State of Illinois relating to handicapped persons are acknowledgment of certain public responsibility for aiding them. Such legisla tion forms the basis for those procedures, facilities, and expenditures created or authorized at the public will. For a people to know what ought to be done, they must first know what has already been done. This compilation is accordingly presented by the Commission for Handicapped Children, in partial fulfillment of those duties and responsibilities charged to it by the General Assembly, with a view toward furthering the public understanding of both that which has been done, through legislation, and that which still remains to be done.
