Climate change is a significant and growing threat to food security—already affecting vulnerable populations in many developing countries, and expected to affect ever more people in more places, unless action is taken beginning today. Current scenarios for business-as-usual farming under climate change project growing food security challenges by 2050. Worst hit will be underdeveloped regions of the world where food insecurity is already a problem and populations are vulnerable to shocks (Rosegrant et al. 2014). Improvements in agricultural technology and management are expected to increase food security, but if we do not address climate change, climate-related losses in crop and livestock productivity will reduce those gains (Lobell and Gourdji 2012). In this challenging environment, countries will need to contend with shifts in which crops they can best produce, significant changes in global prices, and change in countries’ comparative advantages. New analytical tools that allow policy makers and decision makers to integrate data from the global to the local level offer an important opportunity for countries to identify the most effective ways to address climate change. As the 22nd Conference of the Parties (COP22) gets underway and the role of agriculture as a key element in reducing emissions is widely recognized, countries can use these tools to identify locally appropriate policies that will reduce the impact of climate change on food security over the long term.

In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. In recent years, the world has seen unprecedented attention and political commitment to addressing malnutrition. The paper uses a food systems approach to analyze the bidirectional relationships between climate change and food and nutrition along the entire food value chain. It then identifies adaptation and mitigation interventions for each step of the food value chain to move toward a more climate-smart, nutrition-sensitive food system. The study focuses on poor rural farmers, a population especially vulnerable to the adverse effects of climate change on nutrition, although we recognize that there are other vulnerable populations, including urban poor and rural populations working outside of agriculture. Although this report does not explicitly exclude overweight and obesity, it focuses primarily on undernutrition because this nutritional status is currently more prevalent than overnutrition among our target population.
