A review of available literature was done in order to understand the risks and benefits of outsourcing HR Functions that need to focus on their core business activities and still establish and maintain good HR policies. Furthermore, the factors that affect the HR outsourcing decisions with special emphasis on a proper cost benefit analysis of HR functions outsourcing have to be explored. The findings of the paper implicitly point out that the decision of HR outsourcing is contingent upon factors like availability of adequate resources, flexibility, affordability and acceptability. The paper also suggests a systematic process and certain pre-requisite to successfully execute HR Functions outsourcing.

Outsourcing becomes a very prominent topic in the new dimension of business across the world. The private sector business in Bangladesh is putting more concentration towards human resources management outsourcing functions to achieve manifold objectives of managing human resources. This study is an attempt to exhibit the current scope of HRM outsourcing functions, reasons for outsourcing and examine the relationship of outsourcing functions with the overall HRM performance of organizations. This research has been conducted based on both primary and secondary sources of data. A total of 115 respondents holding the top and middle positions in the different private organizations in Dhaka city has been selected using purposively to conduct the study. The data have been collected through a structured questionnaire and different statistical techniques such as descriptive statistics, correlation, regression, and ANOVA have been used to analyze the data. The study reveals that human resource outsourcing functions are still at an infant stage in Bangladesh. The study also discloses that there is a strong positive relationship between human resources outsourcing and the overall HRM performance of the organizations.

Bangladesh's ambition is to build on its very solid growth and poverty reduction achievements, and accelerate growth to become a middle income country by 2021, and share prosperity more widely amongst its citizens. The Diagnostic Trade Integration Study identifies the following actions centered around four pillars to sustain and accelerate export growth: (1) breaking into new markets through a) better trade logistics to reduce delivery lags; as world markets become more competitive and newer products demand shorter lead times, to generate new sources of competitiveness and thereby enable market diversification; and b) better exploitation of regional trading opportunities in nearby growing and dynamic markets, especially East and South Asia; (2) breaking into new products through a) more neutral and rational trade policy and taxation and bonded warehouse schemes; b) concerted efforts to spur domestic investment and attract foreign direct investment, to contribute to export promotion and diversification, including by easing the energy and land constraints; and c) strategic development and promotion of services trade; (3) improving worker and consumer welfare by a) improving skills and literacy; b) implementing labor and work safety guidelines; and c) making safety nets more effective in dealing with trade shocks; and (4) building a supportive environment, including a) sustaining sound macroeconomic fundamentals; and b) strengthening the institutional capacity for strategic policy making aimed at the objective of international competitiveness to help bring focus and coherence to the government's reform efforts.
