This book is a collection of work by scholars currently pursuing research on human security and insecurities in Southeast Asia. It deals with a set of ‘insecurities’ that is not readily understood or measurable. As such, it conceptually locates the threats and impediments to ‘human security’ within relationships of risk, uncertainty, safety and trust. At the same time, it presents a wide variety of investigations and approaches from both localized and regional perspectives. By focusing on the human and relational dimensions of insecurities in Southeast Asia it highlights the ways in which vulnerable and precarious circumstances (human insecurities) are part of daily life for large numbers of people in Southeast Asia and are mainly beyond their immediate control. Many of the situations people experience in Southeast Asia represent the real outcomes of a range of largely unacknowledged socio-cultural-economic transformations interlinked by local, national, regional and global forces, factors and interests. Woven from experience and observations of life at various sites in Southeast Asia, the contributions in this volume give an internal and critical perspective to a complex and manifold issue. They draw attention to a variety of the less-than-obvious threats to human security and show how perplexing those threats can be. This volume argues that international security in the Asia-Pacific lends itself to contradictory analyses of centrifugal and centripetal trends. Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.

Achieving food security is vital for any nation. But despite progress in food availability in the postwar period, food insecurity still prevails in many developing countries, with more than half the world's undernourished in Asia. This unacceptable number calls for urgent action. Differences in levels of food security across countries cannot be explained solely by conventional economic arguments, such as resource endowments, country or population size, the level of economic development, and cultural or social differences. This book approaches the issue of food security in a number of Asian and other countries by highlighting the crucial role played by government and economic institutions and by examining how they influence food availability.
