Chesar stands for Chemical safety assessment and reporting tool. It has been developed by the European Chemicals Agency (ECHA) with the aim to support companies in carrying out their Chemical Safety Assessments (CSAs) and in preparing their Chemical Safety Reports (CSRs). For this purpose the principles related to chemical safety assessments as described in the Guidance on Information Requirements and Chemical Safety Assessment (available on the ECHA website: http://echa.europa.eu/guidance-documents/guidance-on-information-requirements-and-chemical-safety-assessment) have been converted into an IT application. Chesar helps to ensure consistency between the IUCLID technical registration dossier, the chemical safety assessment (CSA) and the information communicated to downstream users. Furthermore, Chesar increases the efficiency in conducting CSAs as it provides a structured workflow for the assessment process and facilitates the re-use (or update) of assessment elements generated in the single Chesar instance or imported from external sources. The tool also enables automated generation of CSRs and ESs for communication from the assessment in a standardised format. Chesar is designed to support the transfer of information on uses and conditions of use from downstream sectors to registrants in the form of use maps developed by sector organisations. These use maps include a package of information, i.e. the identification of the relevant uses in the downstream sector and realistic descriptions of the conditions of use, which is the key input to the exposure assessment for worker, consumer and environment (see http://echa.europa.eu/csr-es-roadmap/use-maps). To support the IT exchange of information for (re-)use of assessment elements Chesar XML exchange formats have been defined. Sector organisations can help registrants' CSR preparation by making their use maps available in XML format. This supports cross-industry harmonisation of description of uses and conditions of safe use.

The CSR/ES Roadmap is a cross-stakeholder plan of actions. It builds on the experience drawn from many actors toward achieving the goals of the REACH Regulation for the safe use of chemicals. Continuous improvement and the importance of good quality information on the safe use of chemicals in the REACH chemical safety report and the extended safety sheet are essential. The Roadmap sets out a series of discrete actions to help that process. These actions form part of rolling programme to 2018 through which good practice examples, methods, guidance and tools will evolve by means of implementation plans. In January 2015, the CSR/ES Roadmap-ENES Coordination Group reviewed progress on the Roadmap and the second implementation plan2. As a result, the Group has prepared a revised document.^This document extends the period covered by the second implementation plan to Q1/2016 to reflect the progress on individual actions and that a number of new steps are required for the delivery of certain key actions, as well as highlight progress in 2014. When preparing the Roadmap, both authorities and industry agreed that it is important for the registrants' chemical safety assessments to be based on realistic assumptions. The resulting conditions of safe use should also be realistic for downstream users to implement. The most crucial pieces of information for carrying out the CSA are: the brief description of identified uses, and the exposure assessment inputs (for workers, environment, consumer), in particular the need to further develop the existing tools such as generic exposure scenarios (GESs), specific environmental release categories (SpERCs) and specific consumer exposure determinants (SCEDs).^It is also crucial to pay attention to the communication of the developed solutions, tools, and support material to promote their use. If the Roadmap outputs are not known or not used in the supply chain, the common objective of ensuring that actual risks are managed will not be acheived. The main lines of activity and the priorities, as set out in the April 2014 edition of the second implementation plan, are not affected. These remain as: 1. Improving the quality of information at the top of the supply chain. This way, the quality of the CSRs in the registration dossiers as well as the subsequent information communicated in the supply chain will improve. 2. Support to formulators who have immediate obligations under REACH. Not least to enable formulators to transpose the information they receive in substance exposure scenarios into safe use information for their mixtures.

REACH is the European Community Regulation on chemicals and their safe use (EC 1907/2006). It deals with the registration, evaluation, authorization and restriction of chemical substances. Registration is required for all substances manufactured in or imported into the Community in quantities of 1 tonne or more per registrant per year, unless they are exempted. Active substances for use in plant protection products (PPPs) are exempted as covered by Directive 91/414/EEC, but co-formulants do not qualify for the exemption and are not regarded as registered. REACH brings additional requirements on the use of chemicals across Europe and places a special emphasis on evaluating the safety of their uses to workers, consumers, and the environment. REACH requires the EU manufacturer or importer to develop a chemical safety report (CSR), which demonstrates that all uses (exposure scenarios) of a substance are safe. For the standard communication of exposure scenarios up and down the supply chain, the ECHA use descriptors are used (sector of use category (SU), chemical product category (PC), process category (PROC), environmental release category (ERC), and the article category (AC)). With respect to risk assessment, PROCs and ERCs are the important information. This exposure scenario information, often compiled by the downstream user associations, are used to calculate the risk via general risk assessment tools (e.g., ECETOC TRA), or for more realistic depiction of the actual exposure situation of co-formulant use in PPP e.g., by the ECPA OWB tool. Suppliers must indicate the relevant identified use(s) of a substance in the SDS using a brief description of what the substance is intended to do. This information must be consistent with the identified uses and exposure scenarios set out in the annex to the SDS. Additionally, the SDS in section 8 contains substance specific information (derived no effect level (DNELs), predicted no effect concentration (PNECs)) and where a CSR is required, the risk management measures for the identified uses must be consistent with the information in this section. If the specific use of a substance by a downstream is not covered in the eSDS, the use should be made known to the supplier (to be included in the CSR), the conditions of the specific use must be adapted to those described in the eSDS, or an own CSR has to be performed for that particular use using DNELs and PNECs from the SDS.
