Field Manual (FM) 7-0, Training Units and Developing Leaders for Full Spectrum Operations, establishes the Army's keystone doctrine for training units and developing leaders for full spectrum operations, on a rotational cycle using Army force generation (ARFORGEN). FM 7-0 addresses the fundamentals of training modular, expeditionary Army forces and developing leaders to conduct full spectrum operations in an era of persistent conflict. To emphasize that the unit mission-essential task list (METL) must reflect full spectrum operations, this manual uses the phrase "full spectrum operations METL." Conducting effective training for full spectrum operations must be a top priority of senior leaders during ARFORGEN and during operational deployments. FM 7-0 does not answer every training challenge of today's complex operational environments. It should, however, generate introspection on how Soldiers and units train for full spectrum operations as part of an expeditionary Army. FM 7-0 provides just enough guidance to facilitate flexibility and innovative approaches to unit training and leader development. Chapter 1 discusses operational environments in which training, operations, and leader development occur. It stresses the need for the Army to prepare for full spectrum operations through unit training and leader development. Chapter 2 focuses on the Army's principles of training units and developing leaders that apply at all organizational levels and across all components. Chapter 3 describes Army training management. It focuses on using the Army training management model to plan, prepare, execute, and assess training for units in ARFORGEN force pools. FM 7-0 applies to all leaders at all organizational levels. All leaders are trainers. Leaders include officers, warrant officers, noncommissioned officers, and Army civilians in leadership positions. FM 7-0 applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated.

Since 9/11 the nation has relied on the Army National Guard (ARNG) to be a critical component in the nation's war against terrorism. With existing threats abroad, our nation has increased the operational demand of the Active Army to the point that reliance on the ARNG to aid in the fight on terrorism is essential. The ARNG has transitioned from a strategic reserve into a fully functional operational reserve. Transformation has accelerated across the Army, Army Reserve and ARNG in order to keep pace with the current operational tempo. In addition, the Army has developed a USARNG Amy Force Generation (ARFORGEN) model to generate fully trained and ready forces across a six year planning cycle. Once the Army achieves steady state operations, the ARFORGEN model will produce additional challenges for the ARNG in manning, equipping, training and stabilizing the force over the 6 year cycle. The purpose of this paper is to examine the ARNG-ARFORGEN model, identify challenges and possible solutions for the ARNG to implement the model and increase their ability to train and fight in a full spectrum environment in the twenty-first century.

This research paper examines the impact of the United States Army's Regional Alignment of Forces (RAF) Policy on the Army's ability to generate trained and ready forces through the Army Force Generation (ARFORGEN) process, and impact on the six geographic combatant commands. Regional alignment of forces provides combatant commands with Army units prepared for employment across the range of military operations specific to a geographic region of the world. Maintaining the Army Force Generation process allows the Army to prioritize resources and manage readiness for Army operating units supporting regionally aligned and contingency missions. However, refining both the Regional Aligned Force and Army Force Generation policies allows the Army to better prepare and manage Army forces for combatant command employment. Twelve policy recommendations are provided to enhance Regionally Aligned Force and Army Force Generation policies within the doctrine, organization, training, material, leadership and education, personnel and facilities (DOTMLPF) construct.

The Persian Gulf War and subsequent deployments of U.S. Army forces make it clear that units from the Reserve Components (RC) will play an important part in future operations. However, their specific role hinges on how quickly they can be ready for deployment. To gain empirical evidence on the speed with which RC units could be readied, RAND's Arroyo Center analyzed the deployment of over 600 support units during the Gulf War. This paper examines the execution of the Army's Force Generation efforts as they pertain to Combat Service Support (CSS) units, more specifically Echelon Above Brigade (EAB) sustainment units. Current plan is to restore a balance to the force by 2011 by means of the four imperatives expressed by the Chief of Staff of the Army (CSA): sustain, prepare, reset and transform. The process the Army will employ to reach this balance is the Army Force Generation (ARFORGEN) process. The current ARFORGEN model is working relatively well for maneuver units, but is severely inadequate for addressing the needs of EAB sustainment units. ARFORGEN for EAB sustainment units is not a single process as it is for maneuver brigade combat teams (BCTs), but it rather is a continuous set of processes executed simultaneously. EAB sustainment units are in dire need of reorganization. This paper examines issues associated with the ARFORGEN process and offers recommendations that will help to restore balance to EAB sustainment units.
