On 20 March 2013 the House agreed changes to Standing Orders Nos. 144 and 152D that require the Members Estimate Committee to agree the Estimate for the House of Commons Members before it is laid by HM Treasury, and require the Finance and Services Committee to prepare that Estimate with the assistance of the Accounting Officer (the Clerk of the House). For the benefit of the House, this report summarises the evidence that has been considered by the Committee and sets out its provisional advice to the Commission and the Members Estimate Committee on the 2014/15 Estimates for Administration and Members respectively. This is the second year that the Committee has published such a report. On 8 November 2012 the House of Commons debated a motion to endorse the draft Administration Estimate for 2013/14, and it is the intention of the Committee to seek an opportunity for a similar debate this year

There are fewer grounds today than in the past to deplore a North‑South divide in research and innovation. This is one of the key findings of the UNESCO Science Report: towards 2030. A large number of countries are now incorporating science, technology and innovation in their national development agenda, in order to make their economies less reliant on raw materials and more rooted in knowledge. Most research and development (R&D) is taking place in high-income countries, but innovation of some kind is now occurring across the full spectrum of income levels according to the first survey of manufacturing companies in 65 countries conducted by the UNESCO Institute for Statistics and summarized in this report. For many lower-income countries, sustainable development has become an integral part of their national development plans for the next 10–20 years. The 2007-09 financial crisis exposed a great many flaws in the global financial system. To address the problems a wide-ranging programme of banking and wider financial sector reform is underway at European and global level. When it came into office, the Government asked the Independent Commission on Banking to recommend ways to strengthen the resilience of the banking system and promote competition and has published a white paper (Cm. 8356, ISBN 9780101835626) setting out how it would implement those recommendations. Banks, though, are only part of the financial system. Other types of financial institutions can also pose a risk to financial stability, if there is no way for them to fail safely. In this paper, the Government now sets out proposals and questions for consultation on enhancing the mechanisms available for dealing with the failure of systemically important non-banks. It covers four broad groups: investment firms, central counterparties (CCPs); non-CCP financial market infrastructure (non-CCP FMIs); and insurers. However the Government does not preclude the possibility of other types of non-bank - for example, hedge funds, or non-bank finance companies - of being systemically important and welcomes all evidence. Climate change is causing unprecedented damage to our ecosystem. Increasing temperatures, ocean warming and acidification, severe droughts, wildfires, altered precipitation patterns, melting glaciers, rising sea levels and amplification of extreme weather events have direct implications for our food systems. While the impacts of such environmental factors on food security are well known, the effects on food safety receive less attention. The purpose of Climate change: Unpacking the burden on food safety is to identify and attempt to quantify some current and anticipated food safety issues that are associated with climate change. The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By building a more widespread and better understanding of the consequences climate change has on food safety, it is hoped that this document will aid in fostering stronger international cooperation in making our food safer by reducing the global burden of these concerns.

This White paper puts forward a comprehensive policy framework across public services. It sets out the principles for reforming public services and how they apply to existing policies. It also, crucially, outlines a range of wider ambitions for further consultation. The Government plans to follow five principles for modernising public services: wherever possible choice will be increased; public services should be decentralised to the lowest possible level; public services should be open to a range of providers; ensuring fair access to public services and that public services should be accountable to users and to taxpayers. In applying these principles it is recognised that different public services have different characteristics and the proposals are tailored accordingly. In essence, three different categories of public services are identified: individual services; neighbourhood services; and commissioned services. For individual services the aim is to put power in the hands of the people who use them; for neighbourhood services the aim is to put power in the hands of the elected councils; and for commissioned services, the intention is to open up and, where appropriate, decentralise commissioning to ensure greater quality and diversity.
