That considered. It is desirable for Labour Exchanges, if they are to have the task of finding work for the disabled, to be in touch with employers, to have lists of employers willing to employ disabled soldiers and sailors, and even to take steps to compile these lists-all this is obvious and indisputable. Then why should these lists not be compiled in response to a Royal Appeal for all the country at one time, and under the conditions most favourable to those whom it is proposed to benefit The answer, given after long pressure, is this, that the local appeal is to be preferred because under it there can be discrimination between good employers and bad, that this discrimination is impossible under a national appeal, and that labour is distrustful of any proposals which might enable bad employers to take advantage of physical disability or the possession of a pension in order to lower the rate of wages. This is the sum and substance of all the objections that are not mani testations of mere departmentalism.
