Excerpt from History of American Journalism, 1917 Frederic Hudson, for many years the managing director of The New York Herald, issued in 1873 his Journalism in the United States. This book, which aimed to cover the period from 1690 to 1872, contains many interesting sketches of editors and their papers, but is so full of errors, and is so biased in its point of view, that it cannot be accepted as an authority even for the period with which Mr. Hudson was most familiar. The United States Government in 1880 issued, in connection with its publications of the census for that year, a History and Present Conditions of the Newspaper and Periodical Press of the United States. For the historical part, the book was based upon the works already mentioned and perpetuated their errors. Its statistical matter, being compiled from data furnished to the census, makes it a valuable contribution to journalism history. In 1881 Charles Dudley Warner, a member of the editorial staff of The Courant, of Hartford, Connecticut, published an essay, The American Newspaper, which he had read before the Social Science Association at Saratoga Springs, New York, on September 6 of that year. Brief as was this booklet, it was a most comprehensive summary of journalism as it then existed. Nothing else of general scope, except scattering magazine articles and biographies of individual editors, has appeared to record the developments of American journalism. The author of this book, while acknowledging his indebtedness to the works already enumerated, has sought in every instance to verify facts as original sources: in his attempt to do so he has been greatly assisted by secretaries of state historical societies to whom acknowledgment for courtesies rendered must first be made. To acknowledge in print others who have helped in the preparation of the manuscript is obviously impossible, except in a few cases. Negotiating in the Press offers a new interpretation of an otherwise dark moment in American journalism. Rather than emphasize the familiar story of lost journalistic freedom during World War I, Joseph R. Hayden describes the press's newfound power in the war's aftermath -- that seminal moment when journalists discovered their ability to help broker peace talks. He examines the role of the American press at the Paris Peace Conference of 1919, looking at journalists' influence on the peace process and their relationship to heads of state and other delegation members. Challenging prevailing historical accounts that assume the press was peripheral to the quest for peace, Hayden demonstrates that journalists instead played an integral part in the talks, by serving as "public ambassadors." During the late 1910s, as World War I finally came to a close, American journalists and diplomats found themselves working in unlikely proximity, with correspondents occasionally performing diplomatic duties and diplomats sometimes courting publicity. The efforts of both groups to facilitate the peace talks at Versailles arose amidst the vision of a "new diplomacy," one characterized by openness, information sharing, and public accountability. Using evidence from memoirs, official records, and contemporary periodicals, Hayden reveals that participants in the Paris Peace Conference continually wrestled with ideas about the roles of the press and, through the press, the people. American journalists reported on an abundance of information in Paris, and negotiators could not resist the useful leverage that publicity provided. Peacemaking via publicity, a now-obscure dimension of progressive statecraft, provided a powerful ideological ethos. It hinted at dynamically altered roles for journalists and diplomats, offered hope for a world desperate for optimism and order, and, finally, suggested that the fruits of America's great age of reform might be shared with a Europe exhausted by war. The peace conference of 1919, Hayden demonstrates, marked a decisive stage in the history of American journalism, a coming of age for many news organizations. By detailing what journalists did before, during, and after the Paris talks, he tells us a great deal about how the negotiators and the Wilson administration worked throughout 1919. It has generally been assumed that the political and social ideas of early Upper Canadians rested firmly on veneration of eighteenth-century British conservative values and unequivocal rejection of all things American. Jane Errington's examination of the attitudes and beliefs of the Upper Canadian elite between 1784 and 1828, as seen through their private papers, public records, and the newspapers of the time, suggests that this view is far too simplistic. Errington argues that in order to appreciate the evolution of Upper Canadian beliefs, particularly the development of political ideology, it is necessary to understand the various and changing perceptions of the United States and of Great Britain held by different groups of colonial leaders. Colonial ideology inevitably evolved in response to changing domestic circumstances and to the colonists' knowledge of altering world affairs. It is clear, however, that from the arrival of the first loyalists in 1748 to the passage of the Naturalization Bill in 1828, the attitudes and beliefs of the Upper Canadian elite reflect the fact that the colony was a British-American community. Errington reveals that Upper Canada was never as anti-American as popular lore suggests, even in the midst of the War of 1812. By the mid 1820s, largely due to their conflicting views of Great Britain and the United States, Upper Canadians were divided. The Tory administration argued that only by decreasing the influence of the United States, enforcing a conservative British mould on colonial society, and maintaining strong ties with the Empire could Upper Canada hope to survive. The forces of reform, on the other hand, asserted that Upper Canada was not and could not become a re-creation of Great Britain and that to deny its position in North America could only lead to internal dissent and eventual amalgamation with the United States. Errington's description of these early attempts to establish a unique Upper Canadian identity reveals the historical background of a dilemma which has yet to be resolved. This edition of the book is updated with a new introduction by the author.
