Ludwig Dehio advances a theory of the historical dynamic of the modern European state system (1494–1945) and its hegemonic wars. After explaining Dehio's thoughts about why none of the European Powers were successful in their attempts to conquer the Continent, the text analyzes bids for hegemony in the historical Hellenic, Hellenistic, Roman, Renaissance Italian, modern European, and western hemispheric state systems. The purpose of these analyses is to demonstrate how Dehio's thought illuminates the dynamics of hegemonic conflicts. Additionally, in these chapters we note how prior hegemonic struggles illuminate some of the dilemmas of contemporary American grand strategy. The manuscript then considers how Dehio's thoughts on hegemony enrich our understanding of contemporary challenges, such as the struggles for power in the Middle East and East Asia, the rise of China and its Western Hemispheric ambitions, and American grand strategic options. The text concludes by arguing that Dehio's thought suggests that particular grand strategies will partially determine the global system’s movement towards destructive bids for hegemony, or a viable plural order.

The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Chinese Hegemony: Grand Strategy and International Institutions in East Asian History joins a rapidly growing body of important literature that combines history and International Relations theory to create new perspectives on East Asian political and strategic behavior. The book explores the strategic and institutional dynamics of international relations in East Asian history when imperial China was the undisputed regional hegemon, focusing in depth on two central aspects of Chinese hegemony at the time: the grand strategies China and its neighbors adopted in their strategic interactions, and the international institutions they engaged in to maintain regional order—including but not limited to the tribute system. Feng Zhang draws on both Chinese and Western intellectual traditions to develop a relational theory of grand strategy and fundamental institutions in regional relations. The theory is evaluated with three case studies of Sino-Korean, Sino-Japanese, and Sino-Mongol relations during China's early Ming dynasty—when a type of Confucian expressive strategy was an essential feature of regional relations. He then explores the policy implications of this relational model for understanding and analyzing contemporary China's rise and the changing East Asian order. The book suggests some historical lessons for understanding contemporary Chinese foreign policy and considers the possibility of a more relational and cooperative Chinese strategy in the future.

This book maintains that the theory of imperialism should incorporate the concept of an "operational code" of political elites to account for agencies' actions. This concept would explain the strategic continuity and tactical change in US grand strategy from Obama to Trump. While both presidents pursued a strategy of off-shore balancing, their competing worldviews led to tangible differences in the way they sought to restore American power after Bush and to contain the rise of China. This book offers an important contribution after the departure of Bush concluded the 21st century debate on imperialism, at a time when an increasingly post-American world order has undermined the "end of the state" thesis. Indeed, over the last twelve years US grand strategy has emphasized inter-state competition rather than the annihilation of rogue regimes. These events require renewed efforts for the theory of imperialism to contribute to Globalisation Theory at this crucial historical junction. Zeno Leoni is a Teaching Fellow in "Challenges to the International Order" at the Defence Studies Department of King's College London, UK, and the Defence Academy of the UK.
