In opposition to the PA, liberal as well as Islamic social forces promote policies of protest and resistance, through media tools, against the authoritarian policies of the PA. The media is viewed as a public sphere in which these forces compete. Media institutions play an important role in setting the parameters of communication in processes of state building: promoting public debate and forming public spheres influence the modes of statecivil society relations. Combining concepts of political communication with social movement theory, the author examines the extent to which public opinion plays a role in determining the character of the political regime. In January 2006, Hamas, an organisation classified by Western governments as terrorist, was democratically elected to govern the Palestinian territories. The inherent contradictions in this situation have left many analysts at a loss. Hamas uses terror tactics against Israel, yet runs on a law and order ticket in Palestinian elections; it pursues an Islamic state, yet holds internal elections; it campaigns for shar'iah law, yet its leaders are predominantly secular professionals; it calls for the destruction of Israel, yet has reluctantly agreed to honour previous peace agreements. How did the Israeli military learn to cope with the ubiquity of media technologies that routinely document their power abuses? Why did they re-appropriate these to tighten their grip on Palestinian civilians? This book explains why a high-tech nation with advanced military technologies came to rely on the everyday media habits performed by soldiers and civilians. Daniel Mann argues that the intensification of the security regime in Palestine, and the increasingly personal use of media technologies by both soldiers and civilians, are deeply entangled. The book traces how, beginning in the 1990s, the integration of media into the lives of civilians and Israeli soldiers enabled Israel to transfer responsibilities to individual users, who in turn became legally and ethically liable for state abuses of power. Drawing on declassified documents, found footage, and social media, Mann shows how both media and warfare have been remodelled around the figure of the defensive, isolated, and insular 'individual'. Mann suggests that the focus on representations and their close visual analysis paradoxically hinders our ability to understand media. Instead of zooming into fine details, we must step back to reveal the assemblage of images, users, and infrastructure that together serve to maintain the racial, legal and aesthetic divide between Israel and Palestine.

This is the first book to examine in detail the roles that the news media can play in an ongoing peace process. Gadi Wolfsfeld explains how the press's role in such processes varies over time and political circumstance. He examines three major cases: the Oslo peace process between Israel and the Palestinians; the peace process between Israel and Jordan; and the process surrounding the Good Friday Agreement in Northern Ireland. Wolfsfeld's central argument is that there is a fundamental contradiction between news values and the nature of a peace process. This often leads the media to play a destructive role in attempts to make peace, but variations in the political and media environment affect significantly exactly how the media behave. Wolfsfeld shows how the media played a mainly destructive role in the Oslo peace process, but were more constructive during the Israel-Jordan process and in Northern Ireland.
