The same concern applies to missing persons older than 18, who fall outside AMBER Alert's purview. The EMA was crafted in 2005 to fill this gap. This report describes how a community can establish a task force to create an EMA plan, which creates voluntary partnerships to recover missing persons who do not fit the AMBER Alert criteria but who may be in danger. EMAs help law enforcement notify the general public that someone is missing and ultimately save lives.
