Book Description
This is an up-to-date compendium of two Department of Justice (DOJ) publications relating to explosion and bombing scenes and other acts of domestic terrorism. These are vital references and superb sources of official information, with practical emergency information and guidance.GUIDE FOR EXPLOSION AND BOMBING SCENE INVESTIGATION - This guide provides an investigative outline of the tasks that should be considered at every explosion scene. They will ensure that proper procedures are used to locate, identify, collect, and preserve valuable evidence so that it can be examined to produce the most useful and effective information--best practices. This Guide was designed to apply to explosion and bombing scene investigations, from highly complex and visible cases, such as the bombing of the Murrah Federal Building in Oklahoma City, to those that attract less attention and fewer resources but may be just as complex for the investigator. Sections of the guide include: Procuring Equipment and Tools; Prioritizing Initial Response Efforts; Evaluating the Scene; Documenting the Scene; Processing Evidence at the Scene; Completing and Recording the Scene Investigation. It includes sample forms that can be adapted for use as needed: Consent to Search, Access Control Log, Activity Log, Narrative Description, Photographic Log, Evidence Recovery Log, Evidence Control and Chain of Custody. EMERGENCY RESPONDER GUIDELINES - This document was produced by the Office of Justice Programs, Office for Domestic Preparedness. Public safety agencies must confront the terrible potential of terrorism involving the use of weapons of mass destruction (WMD). A chemical, biological, radiological/nuclear, or explosive/ incendiary attack would pose unprecedented challenges for police, fire, emergency medical service, and emergency management personnel--the nation's first line of defense. The U.S. Department of Justice (DOJ) Office for Domestic Preparedness (ODP) was established in 1998 to help provide training to first responders across the nation as part of an integrated program that also includes the provision of specialized equipment, exercises, and technical assistance. The objective of those efforts, each of which contributes to the greater whole, is to enhance responder capacity. To help provide America's response community with a baseline understanding of the training necessary to effectively and safely respond to an act of terrorism involving the use of WMD, the ODP has prepared these Emergency Responder Guidelines. These Guidelines are offered not as definitive or official regulations, but rather as the informed advice of subject-matter experts from both the private and public sectors. These Guidelines are intended to be a tool for first responders seeking to improve their training and master their craft, reflecting a step-by-step progression from Awareness through Performance to Planning and Management. Contents include: First Responder Guidelines; Awareness Level Guidelines; Law Enforcement; Fire Service; Emergency Medical Services; Emergency Management; Public Works; Performance Level Guidelines; Law Enforcement; Fire Service; Emergency Medical Services; Hazardous Materials; Public Works; Planning And Management Level Guidelines; Law Enforcement; Fire Service; Emergency Medical Services; Hazardous Materials; Emergency Management; Public Works; Skilled Support And Specialist Employees; Glossary Of Terms; Training Courses By Offering Agency

Book Description
This newly revised edition is designed to integrate information in a clear and concise forĀ¬mat to allow law enforcement to respond to bomb threats, bomb incidents, or chemical-biological-radiologiĀ¬cal events. The reader will find the information in this book useful as a general guide to develop local protocols to meet these occurrences. With the current threat, increased vigilance and knowledge is mandatory among all law enforcement and security officers to have a working knowledge of bombs, explosives and other threats for their own protection. Among the topics discussed include the basic techniques for risk assessment and target and hazard identification. These are essential components in relating to the probability of a bombing attack and the potential outcome of such an attack. The common methods of bomb delivery, bomb construction and methods of triggering are also demonstrated. Letter bombs, vehicle bombs and high-risk facilities such as aircraft, airports, medical facilities and schools are examined as well as the utilization of chemical, biological and radiological devices and the unique hazards associated with these devices. This book also includes a section for emergency medical service personnel in treating those injured from blast, overpressure, shrapnel and chemical agents. This text is not a replacement for trained and well-equipped bomb technicians but is designed to allow the first responder to make identification of suspect items and take appropriate action until well-equipped bomb technicians arrive on the scene.

Book Description
This book is designed to provide law enforcement personnel with response guidelines and evidence gathering techniques that may be utilized when responding to an incident involving the use or threatened use of a weapon of mass destruction (WMD). The first part of the book addresses the actions to be taken by the first law enforcement personnel arriving at the scene of a WMD incident. The text examines the planning process in great detail, and the incident management process is also extensively reviewed. Tactical operations that may be necessary to arrest individuals or prevent a WMD incident are also discussed. The second part of the book is designed for the hazardous material trained investigator. The required training, equipment, and investigative procedures are clearly defined in this section, and detailed step-by-step instructions are provided for the collection of chemical, biological, and radiological evidence. In addition, investigative techniques are provided that will assist the criminal investigator in identifying and entering a facility suspected of manufacturing a weapon of mass destruction. Remote sampling techniques are provided to assist in gathering the probable cause for a search warrant. Also helpful to readers are the many illustrations and a glossary. It will be clear to the reader that this unique book represents the epitome of authoritativeness and comprehensiveness in the field of WMD response andinvestigation.

Book Description
Bombs and Bombings is the definitive text regarding the construction of bombs and the motivation for bombings in the U.S. Although some law enforcement-sensitive material is excluded from this book, it still presents a thorough understanding of why bombs and bombings remain a constant threat. The chemistry of explosives and how such affects the performance of explosives are an essential part of the text. The reader is taken through a short course on explosive engineering and the chemistry of explosives. A brief history of bombings provides insight as to how improvised explosive devices were used to shape history and how the situations of the early 1900s are repeating themselves today. While many believe that suicide bombings are something seen only in the Middle East, this text explores the suicide bombings in the U.S. and the motivation of the bombers. Various profiles of several famous bombers such as the Unabomber and the Mad Bomber are reviewed along with other psychological issues that might inspire bombers. The use of bombs to disperse radioactive materials in the radiation dispersion device configuration is addressed along with the technique used to disperse chemical and biological agents with explosives. Booby traps, especially those targeting law enforcement, are explained, and methods to detect booby traps are developed to allow a rudimentary understanding of the process. Methods to identify clandestine laboratories manufacturing explosives or other drugs such as methamphetamine are identified providing the reader with an understanding of the items to identify and differentiate the types of laboratories. Numerous bombings are examined providing an insight as to why and how the attacks were successful. Mitigation techniques such as using alcohol resistant aqueous film-forming foam to suppress blast and fragment formation are explained along with deployment methods. The text is richly illustrated with photographs depicting IEDs, explosives, and booby traps to assist in the identification of suspicious objects, suspect packages, or potential mail bombs. The book provides and overview that those involved in law enforcement, security, and counterterrorism will find elucidating and beneficial in bomb-related operations and mitigation efforts.
