Drawing on past experience and combining this with the current situation in China’s cities, it argues that the construction of people-oriented harmonious cities should be a priority. The third objective is to build multi-functional organic cities in which the urban function is relatively independent. Lastly, the fourth objective is to establish a city with unique charm, applying historical ways of thinking to today’s world.

The scope of this book is to map China’s city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China’s historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China’s city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban–rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban–rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China’s sustainable development and carbon neutrality directions. This book answers the call for New Urbanization, and proposes a “5+9+6” national spatial layout plan for the urbanization of the 770 major cities in China. This macro pattern is based on a few major metropolises at the center, and other cities supporting and benefitting from these metropolises to form a pyramid-like urban hierarchical system. The book also presents a comprehensive regionalization plan for China’s New Urbanization and strategic approaches to improving the quality of this New Urbanization. Currently, China is aggressively promoting a so-called New Urbanization, which has been regarded as one of the primary ways to build a moderately prosperous society, to address critical issues related to agriculture, rural regions and farmers, to expand domestic demand and promote industrial innovation, and to realize the China Dream. From a systematic perspective and using recently released urban data, the authors analyze the current status of New Urbanization in China and also investigate the various potential problems and obstacles to its concrete implementation. Based on the analyses and investigations, the authors propose strategic directions, paths and basic principles for China’s New Urbanization. In addition, they clearly identify the three different modes of New Urbanization, namely, the general mode, differentiated mode, and gradual mode. Today, many scholars argue that China’s urban regions are experiencing a highly unsustainable mode of development. Chinese cities are heavily burdened by the so-called “urban diseases,” which are characterized e.g. by congested traffic, polluted water and air, and a lack of open and green spaces.
