The National Science Foundation's Division of Atmospheric Sciences (ATM) supports research to develop new understanding of Earth's atmosphere and how the Sun impacts it. Strategic Guidance for the National Science Foundation's Support of the Atmospheric Sciences provides guidance to ATM on its strategy for achieving its goals in the atmospheric sciences, including cutting-edge research, education and workforce development, service to society, computational and observational objectives, and data management. The report reviews how the atmospheric sciences have evolved over the past several decades and analyzes the strengths and limitations of the various modes of support employed by ATM. It concludes that ATM is operating in an environment that is ever more cross-disciplinary, interagency, and international, making a more strategic approach necessary to manage activities in a way that actively engages the atmospheric sciences community. At the same time, ATM should preserve opportunities for basic research, especially projects that are high risk, potentially transformative, or unlikely to be supported by other government agencies. Finally, ATM needs to be more proactive in attracting highly talented students to the atmospheric sciences as an investment in the ability to make future breakthroughs.

The U.S. government doubled NIH appropriations between 1998 and 2003, aiming to significantly foster research activities in biomedicine. However, several indicators demonstrate not only that the impact of the budget increase fell short of expectations; in many cases it resulted in unintended negative effects. Compared to pre-doubling conditions, researchers now spend significantly more time writing grant proposals, impacting their ability to carry out research. Paradoxically, the probability with which a grant proposal is accepted for funding deteriorated sharply after the doubling and continues to fall. The average age of first-time NIH grant recipients has increased by almost a decade since the early 70's, while the percentage of biomedical doctorates securing tenured or tenure-track positions relentlessly drops. These trends represent a threat to the quality, stability, and availability of the U.S. biomedical research workforce. This thesis takes a system dynamics approach to test the hypothesis that a sudden and temporary increase in research funds can result in unintended long-term effects hampering research discoveries and workforce development. A simulation model is therefore developed using the available literature and calibrated to replicate historical trends. The model is then used to perform experiments that test the effects of changes in certain parameters or policies. The outcomes of these experiments provide policy insights that can help improve the effectiveness of NIH funding and its impact on the workforce.

This Spring 2008 (VI, 2) issue of Human Architecture: Journal of the Sociology of Self-Knowledge includes two symposium papers by Klaus Fischer and Lutz Bornmann who shed significant light on why the taken-for-granted structures of science and peer reviewing have been and need to be problematized in favor of more liberatory scientific and peer reviewing practices more conducive to advancing the sociological imagination. The student papers included (by Jacquelyn Knoblock, Henry Mubiru, David Couras, Dima Khurin, Kathleen O’Brien, Nicole Jones, Nicole [pen name], Eric Reed, Joel Bartlett, Stacey Melchin, Laura Zuzevich, Michelle Tanney, Lora Aurise, and Brian Ahl) make serious efforts at developing their theoretically informed sociological imagination of gender, race, ethnicity, learning, adolescence and work. The volume also includes papers by faculty (Satoshi Ikeda, Karen Gagne, Leila Farsakh) who self-reflectively explore their own life and pedagogical strategies for the cultivation of sociological imaginations regardless of the disciplinary field in which they do research and teach.
