Twenty-five years after independence, Papua New Guinea is beset by social, economic, and political problems: poverty and inequality, a young and expanding population, a stagnant economy, corruption, and rising crime. The state has not only failed to contain these problems but has become progressively implicated in their persistence. Escalating levels of violence and lawlessness are seen by many as the most serious challenge facing the young country. This book examines these problems of order in light of Papua New Guinea’s remarkable social diversity and the impact of rapid and pervasive processes of change. Three original and strategic case studies involving urban gangs, mining security, and election violence form the core of the work. Each case study looks at particular forms of conflict, and the responses these engender, across different socioeconomic contexts and geographic locations. Wide ranging and cross-disciplinary in its approach, Foreign Flowers focuses on the process of policy transfer in the Pacific and the use of power to achieve it. Many governing institutions in the region have been borrowed, transplanted, or imposed by colonial rule or military intervention from outside. The book attempts to answer several key questions: Where do the governing institutions originate and why are so many of them based on Western models? Why have some transfers succeeded while others have not? What are the effects of transfers? What has been the fate of a particular institution, "the state?" How does "culture" affect the transfer of (and resistance to) institutions? Early chapters identify institutional transfer as a persistent theme in the study of the Pacific, reflected in ideas like cargo cults, homegrown constitutions, invented traditions, and weak states. The author analyzes about forty cases of institutional transfer, beginning with Tonga's borrowing of foreign institutions in the nineteenth century and ending with current attempts to induce island states to regulate their offshore financial centers. He goes on to distinguish factors that determine whether transfer took place, including timing, social conditions, and sympathy with local values. He looks at the kinds of power and coercion being deployed in transfer and at how transfers have been evaluated by their sponsors: domestic reformers, aid donors, international financial institutions, and their consultants and academic advisers.

This book analyzes the common set of obstacles to the development and integration of government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.
