So great is this demand that the Federal and local bodies which have been organized to study the natural resources are scarcely able to meet it. In the arid and semiarid sections no question is of more vital importance than that Of water supply. Where water can be intro duced or developed in abundance colonization will take place; where water exists in limited quantity, sparse settlement is possible; but where water is'not to be had present conditions must continue.
