The General Design Memorandum (GDM) and Programmatic Environmental Impact Statement for the Des Moines Recreational River and Greenbelt were approved on August 1, 1988. The GDM includes a recommendation to increase the Federal Construction cost estimate, prepare Feature Design Memoranda (FDM) for nine projects, and submit annual reports which will include an update of the master plan. The 1989 Annual Program Management Report was the first yearly report prepared for the project. The Advisory Committee recommended and the Corps of Engineers approved the addition of 15 projects to the master plan, the preparation of Feature Design Memoranda for 11 projects, and the deletion of 2 projects which have proceeded to construction by local interests.
