This book analyzes how the state constructs and reproduces gender identities in the context and geopolitics of Jordan. Guardianship over women is examined as not only the basis of women’s legal and social subordination, but also a key factor in the construction and reproduction of a gender hierarchy system. Afaf Jabiri probes how a masculine state gives power and legitimacy through guardianship to institutions—including family, religion, and tribe—in managing, producing, and constructing gender identity. Does the masculine institution succeed in imposing a dominant form of femininity? Or are there ways by which women escape and resist the social and legal construction of femininity? Based on over 60 case studies of contemporary women in Jordan, the book additionally examines how the resultant strategies and tactics developed by women in Jordan are influenced by and affect their status within the guardianship system.

Based on four years of field research in Palestinian camps in Jordan - including unique interviews with Palestinian refugee women, aid workers, and representatives of international organisations and NGOs in Jordan - the book reveals the extraordinary layers of discrimination suffered by Palestinian women from Syria displaced to Jordan. The women's experiences show them caught between settler colonialism, militarism, nationalism, refugees' global governance and gender regimes that subjected them to multiple forms of structural gender-based violence. The book argues for a feminist analysis of settler colonialism's epistemic violence of anti-Palestinianism to expose the history and geopolitics of intersecting oppressive systems that work through and upon gendered bodies of Palestinian refugee women in humanitarian settings. The book also highlights how local women's groups and frontline workers attempt to fill service gaps. Using a rich theoretical lens to understand the experiences of women in refugee camps, this book attempts to decolonise issues around migration, displacement, refugees and women. Previous work on the Syrian refugee crisis has overlooked the very particular experiences of Palestinian refugee women, which has weakened feminist analysis of gendered processes of humanitarianism, and feminist transnational and intersectional solidarity. While the Arab Uprisings presented new opportunities for the empowerment of women, the sidelining of women remains a constant risk in the post-revolutionist MENA countries. Changes in the position of women are crucial to the reconfiguration of state-society relations and to the discussions between Islamist and secular trends. Theoretically framed and based on new empirical data, this edited volume explores women’s activism and political representation as well as discursive changes, with a particular focus on secular and Islamic feminism, and changes in popular opinions on women’s position in society. While the contributors express optimistic as well as more pessimistic views for the future, they agree that this is a period of uncertainty for women in the region, and that support by ruling elites towards women’s rights remains ambiguous and double-edged.
