Gender, Ethnicity, and the State is a study of Latina and Latino prisoners in New York State. Through the use of two case studies, it compares the organizing strategies for reform pursued by Latina and Latino prisoners between 1970 and 1987, the support they received from non-Latina(o) prisoners and third parties, and the response of penal personnel to their calls for support. The work also contains information on Latino prisoner participation and community response to both the 1971 Attica Rebellion and the 1970 New York City jail rebellions. The data for this study was compiled through a combination of primary and secondary sources. Primary sources include in-depth interviews and oral histories conducted with Latina(o) and African-American ex-prisoners, prisoners' rights attorneys, community activists, and penal staff. Other primary sources include prisoner and mainstream English and Spanish language newspapers; prisoners' rights newsletters; court cases; and government and private organizational reports.

Modern states have evolved as complex political structures in which unitary forms of government maintain an uncertain equilibrium with ethnically plural societies. Historically, ruling elites have tried with little success to eradicate ethnicity through genocide, bury it under accusations of tribalism, discredit it with the mind-frame of modernization, or confine it to local rather than national political arenas. This broad-ranging volume examines the dynamics of ethnic manipulation and accommodation by dominant and subordinate groups in the state-building process. Ethnicity and the State reflects the widely varying political contexts and cultures in which reasons of state contend with unyielding ethnic allegiances. European, South American, Asian, and Middle Eastern examples reveal a consistent set of themes and attitudes. The authors find that while the state must realize its authority and stability through a strictly defined charter of rights and values, ethnic identity exercises its power more freely and flexibly. The sense of peoplehood may be artificially constructed in response to immediate need, or it may be ancient and organic, growing over time. It has the potential to cut across race, class, and gender. Its central tenets and myths may be reinterpreted, recreated, enlarged upon, or modified as the political situation warrants. Flexibility of belief and the need to identify with a larger group account both for the durability of ethnic loyalty and its vulnerability to manipulation. This volume is particularly timely at a moment when national governments in many parts of the world must face the adoption of more equitable forms of rule to hold their ethnically diverse societies together. Taken together, the analyses presented here warn against institutionalizing ethnic strife and offer a vision of how the state may foster expectations and policies that serve the interests of all ethnic groups within their borders. Critiquing the valorization of democracy as a means of containing violence and stabilizing political contestation, this book draws links between the democratization process and sexual/gendered violence observed against women during electioneering periods in Kenya. The book shows the contradictory relationship between democracy and gendered violence as being largely influenced in the first instance by the capitalist interests vested in the colonial state and its imperative to exploit laboring women; secondly, in the nature of the postcolonial state and politics largely captured by ethnic, bourgeois class interests; and third, influenced by neoliberal political ideology that has remained largely disarticulated from women's structural positions in Kenyan society. It argues that colonial capitalist interests established certain patterns of gender exploitation that extended into the postcolonial period such that the indigenous bourgeoisie took the form of an ethnicized elite. Ethnicity shaped politics and neoliberal political ideology further blocked women’s integration into politics in substantive ways. It concludes that it is not so much the norms and values of liberal democracy that assist in understanding women’s exclusion, but rather the structural dynamics that have shaped women’s experiences of democratic politics. In this way, gender violence in the context of democratization and electoral violence with its gendered manifestation can be fully understood as deeply embedded in the history of the structural dynamics of colonialism, capitalism, and patriarchalism in Kenya.
