As asphalt mix design criteria evolve beyond prescriptive to performance-based specifications, traditional limits may be challenged in the pursuit of material durability. As designers explore these limits, it is important to understand how basic design criteria ultimately affect the comfort and safety of the public who travels over these mixtures. This study assessed the short-term functional (surface) characteristics of pavements constructed using dense-graded asphalt surface mixtures designed with the balanced mix design (BMD) methodology as compared to counterpart mixtures designed using the existing design methodology (Superpave). Another objective of this study was to establish a functional performance baseline for the Virginia Department of Transportation’s (VDOT) BMD trial mixtures constructed in the 2019 through 2021 construction seasons in terms of friction and macrotexture. This study also sought to define a potential empirical relationship to link mixture volumetric properties to the surface characteristics of asphalt mixtures in terms of macrotexture. In this effort, 52 different field projects encompassing pairs of BMD and control mixtures with service lives ranging from 0.1 to 2.8 years were surveyed for friction, macrotexture, and pavement roughness. Descriptive statistics and parametric statistical techniques were used to identify systematic trends or differences in the functional characteristics of the pavements. The results showed that application of the BMD methodology resulted in slight changes in volumetric properties and gradations of asphalt mixtures, but these changes mostly fell within the production variability limits of conventionally designed mixtures. The results also showed that BMD mixtures, on average, provided similar or better friction, macrotexture, and smoothness characteristics. In addition, similar or more uniform texture characteristics were, on average, obtained for the surfaces receiving BMD mixtures, potentially indicating better construction uniformity. Further, an empirical model incorporating production volumetric and gradation properties was developed to predict macrotexture. The study concludes that based on the results from the sites evaluated, use of the BMD methodology yields similar or better functional surface characteristics when compared to those of conventionally designed mixtures. The study recommends the continuation of BMD implementation, as the functional characteristics are either preserved or enhanced with the use of the BMD methodology. Further, the study recommends the assessment of existing and future BMD projects and continued collaboration among VDOT’s Maintenance Division, Materials Division, and Traffic Operations Division on developing a friction and texture management framework

Modeling techniques were employed to establish the relationship between the rheological properties (G* and ?) of asphalt binders and asphalt-aggregate mixtures. Results of this study indicate that the complex modulus and phase angle of the mixture can be represented by the same parameters obtained from the binder under the conditions of material linearity. This relationship is independent of frequency (or loading time) and temperature. For typical dense graded asphalt mixtures, the relationship is not significantly affected by the characteristics of both the asphalt binder and the aggregate. The relationship between the complex moduli of the asphalt binder and mixture can be mathematically modeled by the generalized power function. This function is more precise than the Heukelom and Klomp model (HK expression) and bilogarithm linear model (BL approximation), particularly at low and high modulus values. The generalized power function can differentiate asphalt binder as a viscoelastic liquid and asphalt mixture as a viscoelastic solid under the action of shear loading. The relationship of the phase angles, as an integrated part of rheological property of a viscoelastic material, between asphalt binders and mixtures can be modeled by a modified haversine function. This function completes the modeling of rheological properties as a whole for the first time and also reflects the fundamental material difference between the binder and the mixture in viscoelastic theory. Characterizing the asphalt mixture properties through the binder properties not only can save tremendous efforts in testing an asphalt mixture, but also can simplify the pavement performance prediction.

The purpose of this report was to highlight the preliminary findings of the design, production, placement, and early life performance of a new generation open-graded surface course (also referred to as porous friction course [PFC]) for use in Virginia. The primary objective of the larger research project is the design of a functionally optimized hot-mix asphalt wearing course. This report documents important aspects of the mix design and construction and the initial functional quality of the new surface. General observations associated with the trial section and normal production and placement activities are accompanied by a summary of the quality characteristics of the material. Special emphasis is placed on the very early life functional characteristics of the new wearing course. Among these key characteristics are ride quality, skid resistance, and tire-pavement noise. Observations made during trial production and placement led to "lighter" recommended application rates and reduced temperatures. Preliminary functional tests indicated that the PFC is exhibiting exceptional early-age skid resistance, incentive-quality smoothness, and low tire-pavement noise. On the basis of initial cost and early-life functional performance, the PFC is cost-competitive with traditional mixes placed at traditional application rates (when those mixes are used for functional rather than structural improvement). The report includes (as an appendix) a revised special provision for PFC that incorporates the recommendations pertaining to mix production and placement. It encourages Virginia Department of Transportation pavement engineers to consider a PFC when lower noise, exceptional skid resistance, and good ride quality are desired and additional structure is not necessary. However, it also cautions against widespread application of the technology until at least a final report on performance can be issued. The projected completion date for this report is winter 2010. In the absence of long-term performance data, the costs and benefits assessment is focused on initial costs and initial performance criteria. As a wearing course only, the PFC is $0.28 per square yard cheaper than a comparable dense-graded mix ($5.08 versus $5.36) if both mixes are placed at the normally recommended application rates. The PFC further offers the quantified benefits of much greater skid resistance and noticeably lower noise production. The additional advantages of reduced splash and spray are acknowledged but not quantified.

Two years ago, the author completed a study with researchers at Virginia Tech that was designed to develop a tool to measure and control segregation of hot-mix asphalt pavements. This earlier work focused on the application of high-speed texture measurements and ultimately proposed an approach that would discourage segregation by establishing limits on allowable fluctuation of pavement macrotexture. Rather than emphasize segregation detection and measurement, the proposed special provision promoted new-surface uniformity. The activities discussed in this report represent the next step in the process of understanding the relationship between the uniformity and surface characteristics of hot-mix asphalt. The study documents the typical "texture profile" for Virginia's most common surface mixes. It revisits the texture-fluctuation provision proposed in the earlier project and delves into an expanded use of elevation profiles for promoting uniformity. Although the major findings and conclusions from this work do not specifically support a texture-based "segregation specification," the study does advocate continued dedication to material and construction uniformity. Alternatives to a texture-based specification include quality measures that recognize variability of traditional quality characteristics (such as percent defective and percent within limits specifications) and a new approach to reporting and using ride quality data, i.e., "roughness profiles." Whether specifically required or used voluntarily to comply with provisions that have stringent variability components (e.g., ride, texture, density), a properly functioning and operated material transfer vehicle is a proven contributor to good hot-mix uniformity. If the vehicle (at $900/mile) eliminates an estimated $3,000 per lane-mile loss in service life due to low-level segregation, the benefit-to-cost ratio is greater than 3.
