We use data on children at age 8, 12 and 15 from Young Lives, a cohort study of 12,000 children across Ethiopia, India (Andhra Pradesh), Peru and Vietnam, to document the presence of a gender gap across a wide variety of indicators, including nutrition, education, aspirations, subjective well-being and psychosocial competencies. First, we find that there is considerable heterogeneity across countries, ages and indicators in whether there is any gender bias and whether it is in favour of boys or girls. Second, we find strong evidence of an 'institutionalized' gender bias against girls in education in India and to an extent, Ethiopia; the bias appears to emerge in educational aspirations of parents for their children at age 8, is transmitted to the aspirations of children at 12 and is transformed into gender gaps in test scores related to cognitive achievement at age 15, despite relatively high enrolments. This bias is stronger in rural than in urban India; in rural Peru there is some evidence a pro-male bias in education at age 12 and 15. We also observe lower self-efficacy (as measured by agency) for girls in Ethiopia and India at age 15. Similar patterns exist in Vietnam but in the opposite direction - in favour of girls rather than boys. Evidence in other studies suggests that lower human capital and non-cognitive skills both lead to poorer performance in the labour market, leading to predictions of continuing bias in outcomes for these groups.

Higher aspirations on the part of husbands predicts more egalitarian gender attitudes for both the husband and his wife. However, higher aspirations on the part of wives may be an even more important predictor of women's empowerment. A growing literature in economics has analyzed the effects of psychological interventions designed to boost individual aspirations as a strategy to increase investments with long-term returns and thus reduce poverty. This paper reports on a randomized controlled trial evaluating a short video-based intervention designed to increase aspirations of adults in poor rural Ethiopian households, all of whom are beneficiaries of the Productive Safety Net Program, the main government safety net program in Ethiopia. Evidence from a sample of 5258 adults from 3220 households is consistent with the hypothesis that there is no evidence that the aspirations treatment had any significant effects on self-reported aspirations for the household, educational investment in children, or savings nine months post-treatment, suggesting that the effect of light-touch aspirations treatments for extremely poor adults may be limited in this context.

Countries that have sustained rapid growth over decades have typically had a strong public commitment to expanding education as well as to improving learning outcomes. South Asian countries have made considerable progress in expanding access to primary and secondary schooling, with countries having achieved near-universal enrollment of the primary-school-age cohort (ages 6†“11), except for Afghanistan and Pakistan. Secondary enrollment shows an upward trend as well. Beyond school, many more people have access to skilling opportunities and higher education today. Although governments have consistently pursued policies to expand access, a prominent feature of the region has been the role played by nonstate actors—private nonprofit and forprofit entities—in expanding access at every level of education. Though learning levels remain low, countries in the region have shown a strong commitment to improving learning. All countries in South Asia have taken the first step, which is to assess learning outcomes regularly. Since 2010, there has been a rapid increase in the number of large-scale student learning assessments conducted in the region. But to use the findings of these assessments to improve schooling, countries must build their capacity to design assessments and analyze and use findings to inform policy.

Why hope matters as a metric of economic and social well-being In a society marked by extreme inequality of income and opportunity, why should economists care about how people feel? The truth is that feelings of well-being are critical metrics that predict future life outcomes. In this timely and innovative account, economist Carol Graham argues for the importance of hope—little studied in economics at present—as an independent dimension of well-being. Given America’s current mental health crisis, thrown into stark relief by COVID, hope may be the most important measure of well-being, and researchers are tracking trends in hope as a key factor in understanding the rising numbers of “deaths of despair” and premature mortality.
