This paper looks at the Aceh conflict since 1976 and more specifically the insurgent Free Aceh Movement??GAM. It aims to provide a detailed ideological and organizational ?map? of this organization in order to increase the understanding of its history, motivations, and organizational dynamics. Consequently this paper analyzes GAM?s ideology, aims, internal structure, recruitment, financing, weapons procurement, and its military capacity. The focus of this study is on the recent past, as the fall of Suharto not only allowed the Indonesia government to explore avenues other than force to resolve the Aceh conflict, but also provided GAM with the opportunity to make some changes to its strategy and to transform itself into a genuinely popular movement. It will be argued here that the key to understanding GAM in the post-Suharto era and the movement?s decisions, maneuvers and statements during the three years of intermittent dialogue can be found in the exiled leadership?s strategy of internationalization. This strategy shows that for GAM the negotiations, above all, were not a way to find common ground with Jakarta but a means to compel the international community to pressure the Indonesian government into ceding independence.This is the second publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

The socio-political activities of the Acehnese diaspora, located mainly in Malaysia, Scandinavia, the USA and Australia, have been of fundamental importance to conflict and politics within Aceh. The intensity of the relations between the diaspora and the homeland was mainly determined by the conflict that afflicted the region between 1976 and 2005, and the resulting hardship was experienced by Acehnese both at home and abroad. This book looks at more than thirty years of long-distance politics exercised by the Acehnese diaspora both during the conflict and beyond. It interprets the social, political and cultural aspects of the small-scale conflict in Aceh, as well as focusing on the external factors related to the Acehnese overseas and their impact on homeland politics. This book offers a comparative survey of 18 contemporary peace processes conducted by leading international scholars. There is no standard model of peace processes and all will vary according to the context, type of conflict, timing, national and global economic climate, and factors like natural disasters. Therefore, making comparisons between peace processes is difficult, but it is beneficial – indeed, imperative – and is the principal motivation behind this volume. What works in one context may not work in another, but it can be modified and adapted to fit another context. The book is structured to maximise comparison between processes, and the case studies chosen are topical and span the major regions of the world. The concluding chapter systematically compares the case studies around 11 variables that cover the conflict context, peace process procedures, the responsiveness of the peace process to demands, and levels of participation and inclusion.
