The evidence is still that honours are more likely to be awarded to civil servants and celebrities than to people who volunteer in their local community. The Committee heard that the process of awarding honours remains opaque, even to the Queen's representatives in the counties, the Lords Lieutenant. PASC calls for an increase in the proportion of people receiving honours for work in their local community, rather than to those who are awarded for their work as civil servants and in the wider public sector. This report sets out proposals to increase accountability and transparency and strengthening the link to the Monarch. These include: the introduction of an independent Honours Commission to consider nominations (a repeat recommendation from the last parliament); that the Prime Minister's "strategic direction" over the honours system be removed; a rebalancing of the proportion of honours awarded to civil servants and public sector workers, and volunteers in their local communities; that longer citations should be published, explaining the reason for awarding an honour; that the Lords Lieutenant should have an opportunity to consider and comment on all nominations for an honour within his or her lieutenancy; and that the Cabinet Office set out proposals for broadening the range of people who take up roles as independent members of the honours committees. The Committee also recommends, considering the decision to strip Fred Goodwin of his knighthood, that the Honours Forfeiture Committee be made independent and transparent, with clear and expanded criteria for forfeiture, chaired by an independent figure, such as a retired high court judge

How complaints are handled determines the quality of the relationship between consumers and public services. The best performing organisations welcome complaints as a way of engaging consumers. A failure to recognise the importance of complaints leads to insufficient redress for the individual, limits the impact that complaints have in improving services, and alienates the public. In some parts of public services, there are encouraging signs of increased attention to good complaints handling. However, Government as a whole cannot be said to be complying with best practice in complaints handling or adapting to the needs and expectations of today's citizen. Success depends on the right leadership. The Committee recommend that: there should be a minister for government policy on complaints handling; the primary objective of the Cabinet Office review of complaints handling in Government should be to change attitudes and behaviour in public administration at all levels in respect of complaints handling; in respect of complaints from MPs handled by ministers, replies must be accurate, clear and helpful and with no sharing of confidential information or delegation of responsibility for responding; the Government should create a single point of contact for citizens to make complaints about government departments and agencies; and the Government should provide leadership to those responsible for various parts of administrative justice, to ensure that there is a clear and consistent approach to sharing, learning and best practice.

In many countries today there is a growing and genuinely-held concern that the institutional arrangements for the protection of human rights suffer from a 'democratic deficit'. Yet at the same time there appears to be a new consensus that human rights require legal protection and that all branches of the state have a shared responsibility for upholding and realising those legally protected rights. This volume of essays tries to understand this paradox by considering how parliaments have sought to discharge their responsibility to protect human rights. Contributors seek to take stock of the extent to which national and sub-national parliaments have developed legislative review for human rights compatibility, and the effect of international initiatives to increase the role of parliaments in relation to human rights. They also consider the relationship between legislative review and judicial review for human rights compatibility, and whether courts could do more to incentivise better democratic deliberation about human rights. Enhancing the role of parliaments in the protection and realisation of human rights emerges as an idea whose time has come, but the volume makes clear that there is a great deal more to do in all parliaments to develop the institutional structures, processes and mechanisms necessary to put human rights at the centre of their function of making law and holding the government to account. In this report the Public Administration Select Committee (PASC) concludes that, despite the positive steps implemented by the Statistics and Registration Service Act 2007 (the Act), there remain issues and concerns about the way government statistics are produced and disseminated which remain a genuine risk to public confidence in the statistical system and must be addressed. The Act was intended to ensure that statistics are produced to the highest professional standards and that effective governance structures are in place to protect transparency and accountability and the Committee found the Act had helped to improve the operation of the statistical system. However, the Act needs to have greater clarity and transparency in the way it operates and in the functioning of the UK Statistics Authority (the Statistics Authority). Those who regulate the quality of National Statistics are in the same organisation as those officials who produce data: the two groups should have a clear separation in practice, but this is hard to demonstrate when they work in the same building and share support services. It is also not appropriate that ministers should have lengthy prior access to certain statistics but other interested parties do not. The Statistics Authority does not seem to have sufficient control over the quality and integrity of the different data sets and statistical products produced by departments and their agencies. Planning and improving data access both within Government and for users outside Government should be given greater attention by the Statistics Authority, as well as by Government departments.

There has been concern in the last few years that former Ministers and Crown Servants have inappropriately used knowledge they gained in Government to seek new employment in other sectors. Over two years ago the Committee launched an inquiry to examine the effectiveness of the Business Appointment Rules in ensuring propriety in the future employment of former Ministers and senior Crown servants; and to consider the potential of the Big Society agenda to increase traffic through the "revolving door" between the public sector and business and the voluntary sector. The report "The Business Appointment Rules" was published on 17 July 2012. Some twenty months later, the Government has not responded to the Report. The Committee has raised this matter both through correspondence with the Rt Hon Francis Maude, Minister for the Cabinet Office, and by way of Parliamentary Questions. The Committee views the Government failure to respond to a Select Committee Report as unacceptable behaviour and in this instance as obstructive and secretive, both showing a cavalier attitude in its responsibilities towards Parliament and thereby deliberately impeding a cross-party scrutiny of Government policy in this area.

Lessons from the experience of using PFI can be applied to improve other forms of procurement and help Government achieve its aim of securing annual infrastructure delivery cost savings of £2 billion to £3 billion. To secure the best value for money from all types of procurement, the public sector needs to develop skills the NAO has identified. These are collecting better data to inform decision-making; ensuring projects have the right skills; establishing effective arrangements to test, challenge and, if necessary, stop projects; and using commercial awareness to obtain better deals. The case for using private finance in public procurement needs to be challenged more. Also, privately financed projects will often still be off balance-sheet which may continue to act as an incentive to use PFI. There has not been a systematic value for money evaluation of operational PFI projects by departments. So there is insufficient data to demonstrate whether the use of private finance has led to better or worse value for money than other forms of procurement. The Treasury and departments should identify alternative methods for delivering infrastructure and related facilities services to maximise value for money for government. The NAO welcomes the current plans of the Treasury and Cabinet Office to strengthen project assurance. The report highlights the need for independent challenge capable of stopping projects which do not give the prospect of value for money. This is particularly important as there is still a shortage of the skills needed to manage and oversee complex major projects.
