Economic corridors—ambitious infrastructural development projects that newly liberalizing countries in Asia and Africa are undertaking—are dramatically redefining the shape of urbanization. Spanning multiple cities and croplands, these corridors connect metropolises via high-speed superhighways in an effort to make certain strategic regions attractive destinations for private investment. As policy makers search for decentralized and market-oriented means for the transfer of land from agrarian constituencies to infrastructural promoters and urban developers, the reallocation of property control is erupting into volatile land-based social conflicts. In Shareholder Cities, Sai Balakrishnan argues that some of India's most decisive conflicts over its urban future will unfold in the regions along the new economic corridors where electorally strong agrarian propertied classes directly encounter financially powerful incoming urban firms. Balakrishnan focuses on the first economic corridor, the Mumbai-Pune Expressway, and the construction of three new cities along it. The book derives its title from a current mode of resolving agrarian-urban conflicts in which agrarian landowners are being transformed into shareholders in the corridor cities, and the distributional implications of these new land transformations. Shifting the focus of the study of India's contemporary urbanization away from megacities to these in-between corridor regions, Balakrishnan explores the production of uneven urban development that unsettles older histories of agrarian capitalism and the emergence of agrarian propertied classes as protagonists in the making of urban real estate markets. In recent decades, we have witnessed an increasing use of projects and similar temporary modes of organising in the public sector of nations in Europe and around the world. While for some this is a welcome development which unlocks entrepreneurial zeal and renders public services more flexible and accountable, others argue that this seeks to depoliticise policy initiatives, rendering them increasingly technocratic, and that the project organisations formed in this process offer fragmented and unsustainable short-term solutions to long-term problems. This volume sets out to address public sector projectification by drawing together research from a range of academic fields to develop a critical and theoretically-informed understanding of the causes, nature, and consequences of the projectification of the public sector. This book includes 13 chapters and is organised into three parts. The first part centres on the politics of projectification, specifically the role of projects in de-politicisation, often accomplished by rendering the political “technical”. The chapters in the second part all relate to the reframing of the relationship between the centre and periphery, or between policy making and implementation, and the role of temporality in reshaping this relation. The third and final part brings a focus upon the tools, techniques, and agents through which public sector projectification is assembled, constructed, and performed.

This book, first published in 1992, examines the attitudes of local elites – the hinge between Indian state and rural society – towards protest and participation in development, illuminating arguments about the nature of the state as well as the development process. It looks at the role of local elites in India both as the representatives of the state and of the rest of rural society, and explains their importance in the country’s development. The book deals with the elites’ contribution to the credibility of the state and examines the strategies through which they manipulate the allocation of resources and influence the pace and direction of social change. It contrasts the rural elites in two areas, one more economically advanced than the other. The elites in the first area were shown to be capable of combining institutional participation with radical protest, whilst in the other they tended to rely on state channels to achieve reform. The author concludes that despite the different settings, both groups were informed, active and responsive to political conditions. This contrasts with the conventional view that local elites of the dominant castes oppress the lower ones by obstructing reforms, for reasons of self-interest.
