Forest decline became a matter of public and scientific concern in France in 1983 when conifers in the Vosges mountains were found to exhibit unusual crown deterioration. An impassioned controversy on a supposedly large scale forest health problem was then in full swing in Central Europe. A co-ordinated research programme entitled DEFORPA ("Deperissement des For~ts et Pollution AtmospMrique") was launched in 1984. This programme ran from 1984 to 1991 and a number of projects are still in progress. The Programme was sponsored by three French ministries (Enviroument, Agriculture and Forestry, Research and Technologyl), several state agencies, various regional authorities and the Commission of the European Communities (DO xn and DG VI). Initially, emphasis was solely laid on the understanding of forest decline in the mountainous areas - because damage was most obvious there - in relation to natural and man-made factors. Air pollution was given high but not overwhelming priority. Thus, the DEFORPA Programme was not in its essence a nation-wide assessment of air pollution effects, unlike a number of national acidification research programmes in Europe and North America. During. the programme, however, the areas of concern expanded. In particular, research into water acidification in the Vosges mountains was developed in parallel with the DEFORPA Programme, and possible eutrophication of the ground flora in northeastern France became the subject of new research.

The threats posed by air pollution and climate change have resulted in considerable public debate about forest condition and growth during the past two decades. Despite the massive input ofresearch resources, no clear answers have been found to these global questions. Although there have been substantial advances in our knowledge of the effects of air pollutants on the forests, many of the questions associated with forest condition are still open. Monitoring of forest condition at the national level started in Finland in 1985 in accordance with the methodology drawn up by the International Co-operative Programme on Assessments and Monitoring of Air Pollution Effects on Forests (ICP Forests, UN/ECE). Since then, research into forest condition and vitality has been one of the key areas in the research carried out by the Finnish Forest Research Institute. Three basic questions formed the starting point for the multidisciplinary, Forest Condition Research Programme: What changes are taking place in our forests? Why does forest condition vary, and why do trees appear to be suffering? How can forest condition be maintained through appropriate forest management? This report covers forest condition and changes in environmental factors on the of the latest findings, publications and expertise of researchers participated in basis the Forest Condition Research Programme. In addition to researchers from the Finnish Forest Research Institute, a large number of scientists from domestic and foreign universities and research institutes also made a considerable contribution to the research programme.

This publication comprises the proceedings of the first International Conference devoted to the structural roots of trees and woody plants. 'The Supporting Roots - Structure and Function,' 20-24 July 1998, Bordeaux, France. The meeting was held under the auspices ofIUFRO WPS 2. 01. 13 'Root Physiology and Symbiosis,' and its aim was to bring together scientific researchers, foresters and arboriculturalists, to discuss current problems in structural root research and disseminate knowledge to an audience from a wide disciplinary background. For the first time in an international conference, emphasis was placed on presenting recent reseach in the field of tree anchorage mechanics and root biomechanics. The way in which tree stability can be affected by root system symmetry and architecture was addressed, as well as how movement during wind sway can influence the development and shape of woody roots. The role of different nursery and planting techniques was discussed, in relation to effects on root system form and development. Root response to different environmental stresses, including water, temperature, nutrient and mechanical stress was addressed in detail. The structure and function of woody roots was also considered at different levels, from coarse to fine roots, with several papers discussing the interaction between roots and the rhizosphere. One of the conference highlights was the presentation of new methods in root research, by a series of workshops held at LRBB-INRA, Pierroton, on the northern border of the Gascony forest.

This Special Issue of Water, Air and Soil Pollution offers original contributions from BIOGEOMON, an international symposium on ecosystem behavior and the evaluation of integrated monitoring of small catchments, held in Prague, Czech Republic, in September 1993. The meeting attracted nearly 200 scientists from 27 countries on five continents. BIOGEOMON was a loose continuation of another international meeting, GEOMON, which was held in Prague in 1987. Both sym posia provided a forum for the discussion of ideas on environmental problems in western and eastern Europe, with important contributions from the American continent. With the dramatic collapse of the iron curtain, it was our hope that more so than GEOMON, BIOGEOMON would provide opportunities for the free exchange of ideas, fostering the development of research collaborations between its participants. With international openness comes the increasing realization that every indus trialized nation has its own legacy of environmental degradation. Anthropogenic impacts differ in severity and scale; air and water transport of pollutants transform local impacts into regional and global ones, ignoring political boundaries and eco nomic differences. Environmental consequences of anthropogenic activities often are detectable at the ecosystem level. The European Forest Institute (EFI) has five Research and Development priority ar eas: forest sustainability, forestry and possible climate change, structural changes in markets for forest products and services, policy analysis, and forest sector informa tion services and research methodology. In the area of forest sustainability our most important activity has been the project "Growth trends of European forests", the re sults of which are presented in this book. The project was started in August 1993 under the leadership of Prof. Dr. Heinrich Spiecker from the University of Freiburg, Germany, and it is one of the first EFI's research projects after its establishment in 1993. The main purpose of the project was to analyse whether site productivity has changed in European forests during the last decades. While several forest growth studies have been published at local, re gional and national levels, this project has aimed at stimulating a joint effort in iden tifying and quantifying possible growth trends and their spatial and temporal extent at the European level. Debate on forest decline and possible climate change, as well as considerations re lated to the long term supply of wood underline the importance of this project, both from environmental and industrial points of view. Knowledge on possible changes in growth trends is vital for the sustainable management of forest ecosystems.
