This book offers an analysis of Turkish foreign policy based on transnational(ist) perspectives. In order to counterbalance the state-centric accounts that dominate this area of study, the authors provide theoretical frameworks as well as historical and contemporary case studies that emphasize transnational dynamics. The content is divided into four complementary sections that explain and exemplify transnational (f)actors in the context of Turkish foreign policy. The first addresses theoretical and ideational frameworks that illustrate the relevance of a transnational account, while the second demonstrates the possibility of developing transnationally oriented approaches even in historical cases, going beyond a presentist focus. In the third and fourth sections, the book focuses on two prominent non-state actors, namely diaspora communities and non-governmental organizations, which operate at the interstices of the domestic and the international. This allows the authors to highlight the significance of transnational dynamics in Turkey's foreign policy. Hazal Papuççular is an Assistant Professor at the Department of International Relations, Istanbul Kültür University, Turkey. She completed her Ph.D. in Modern Turkish History at Boğaziçi University's Atatürk Institute for Modern Turkish History and has written several books, articles and book chapters on Turkish foreign policy. She is the author of Türkiye ve Oniki Ada (1912-1947) (Türkiye İş Bankası Yayınları, 2019) and is currently focusing on Turkey's transnational diplomatic history. Deniz Kuru is a Lecturer of Political Science at Goethe Universität Frankfurt in Frankfurt am Main, Germany. He received his Ph.D. from the University of Southern California. His current research areas include the intellectual history and sociology of International Relations, German and French foreign policies, Turkey's global position, global intellectual history and global International Relations. He has published articles in Review of International Studies, International Relations, All Azimuth, Global Affairs and Mediterranean Politics.

Turkey’s Justice and Development Party (AKP), after coming to power in 2002, sought to play a larger diplomatic role in the Middle East. The AKP adopted a proactive foreign policy to create ‘strategic depth’ by expanding Turkey’s zone of influence in the region, drawing on the opportunities of geography, economic power and imperial history to reconnect the country with its historical hinterland. Yet despite early promise, this policy came undone after the Arab upheavals of 2011 and has seen Turkey increasingly at odds with its neighbours and the West. Turkey's New Foreign Policy outlines the key tenets of the AKP’s policy of strategic depth in the Middle East and how this marks a departure from traditional Turkish foreign policy. Particular attention is focused on the Turkish reaction to the political changes that swept through the Arab world – including the Syrian civil war – and presented Turkey with its most significant foreign-policy challenge to date. Based on extensive primary research of Turkish-language sources, this monograph argues that political changes in the Middle East have precipitated a serious decline in Turkish regional influence, reversing earlier gains in influence after the AKP came to power. However, despite these foreign-policy defeats, the AKP has shown little indication that it is willing to scale back its ambitions, insisting that it stands on the right side of history – drawing a clear distinction between Turkey and the West.

The trajectory of Turkey's Justice and Development Party (AKP) rule offers an ideal empirical window into puzzling shifts in Turkey's domestic politics and foreign policy. The policy transformations under its leader Recep Tayyip Erdogan do not align with existing explanations based on security, economics, institutions, or identity. In Identity Politics Inside Out, Lisel Hintz teases out the complex link between identity politics and foreign policy using an in-depth study of Turkey. Rather than treating national identity as cause or consequence of a state's foreign policy, she repositions foreign policy as an arena in which contestation among competing proposals for national identity takes place. Drawing from a broad array of sources in popular culture, social media, interviews, surveys, and archives, she identifies competing visions of Turkish identity and theorizes when and how internal identity politics becomes externalized. Hintz examines the establishment of Republican Nationalism in the wake of imperial collapse and examines failed attempts made by those challenging its Western-oriented, anti-ethnic, secularist values with alternative understandings of Turkishness. She further demonstrates how the Ottoman Islamist AKP used the European Union accession process to weaken Republican Nationalist obstacles in Turkey, thereby opening up space for Islam in the domestic sphere and a foreign policy targeted at achieving leadership in the Middle East. By showing how the "inside out" spillover of national identity debates can reshape foreign policy, Identity Politics Inside Out fills a major gap in existing scholarship by closing the identity-foreign policy circle.
