Are nuclear weapons useful for coercive diplomacy? Since 1945, most strategic thinking about nuclear weapons has focused on deterrence - using nuclear threats to prevent attacks against the nation's territory and interests. But an often overlooked question is whether nuclear threats can also coerce adversaries to relinquish possessions or change their behavior. Can nuclear weapons be used to blackmail other countries? The prevailing wisdom is that nuclear weapons are useful for coercion, but this book shows that this view is badly misguided. Nuclear weapons are useful mainly for deterrence and self-defense, not for coercion. The authors evaluate the role of nuclear weapons in several foreign policy contexts and present a trove of new quantitative and historical evidence that nuclear weapons do not help countries achieve better results in coercive diplomacy. The evidence is clear: the benefits of possessing nuclear weapons are almost exclusively defensive, not offensive.

In this study of the encounter between Vietnam and the United States from 1919 to 1950, Mark Bradley fundamentally reconceptualizes the origins of the Cold War in Vietnam and the place of postcolonial Vietnam in the history of the twentieth century. Among the first Americans granted a visa to undertake research in Vietnam since the war, Bradley draws on newly available Vietnamese-language primary sources and interviews as well as archival materials from France, Great Britain, and the United States. Bradley uses these sources to reveal an imagined America that occupied a central place in Vietnamese political discourse, symbolizing the qualities that revolutionaries believed were critical for reshaping their society. American policymakers, he argues, articulated their own imagined Vietnam, a deprecating vision informed by the conviction that the country should be remade in America's image. Contrary to other historians, who focus on the Soviet-American rivalry and ignore the policies and perceptions of Vietnamese actors, Bradley contends that the global discourse and practices of colonialism, race, modernism, and postcolonial state-making were profoundly implicated in--and ultimately transcended--the dynamics of the Cold War in shaping Vietnamese-American relations.

A History of the Manila Pact and the Southeast Asia Treaty Organisation (SEATO) from its establishment in 1954 until its dissolution in 1977. The Southeast Asia Treaty Organization (SEATO) has received meagre scholarly attention in comparison to other key events and global developments during the duration of the Cold War, due to its perceived failure early in its existence. However, there has been a renewed interest in the academic study of the organization. Some scholars have argued that SEATO was not an outright failure. New literatures have also shed in detail the workings of SEATO, such as operational-level contingency plans and counter-insurgency plans. This book aims to reconstruct a comprehensive life cycle of SEATO using declassified archival documents which were unavailable to scholars studying the organization from the 1950s through the 1980s and provide a nuanced assessment of it. In addition, in recent years, there is also an emerging interest in the possibility of a multilateral military alliance in Asia, for instance the Quadrilateral Security Dialogue morphing into an "Asian NATO". Toczek provides the first description of the entire battle of Ap Bac and places it in the larger context of the Vietnam War. The study thoroughly examines the January 1963 battle, complete with detailed supporting maps. Ironically, Ap Bac's great importance lies in American policymakers' perception of the battle as unimportant; for all their intelligence and drive, senior American government officials missed the early warning signs of a flawed policy in Southeast Asia by ignoring the lessons of the defeat of the South Vietnamese Army (ARVN) on 2 January 1963. The outcome of Ap Bac was a direct reflection of how the U.S. Army organized, equipped, and trained the ARVN. With all the ARVN officer corps's shortcomings, the South Vietnamese Army could not successfully conduct an American combined arms operations against a smaller, less well-equipped enemy. American leadership, both military and civilian, failed to draw any connection between ARVN's dismal performance and American policies toward South Vietnam. Although certain tactical changes resulted from the battle, the larger issue of American policy remained unchanged, including the structure of the advisory system.

Mansfield and Vietnam: A Study in Rhetorical Adaptation is the first major work to examine the role played by Senate Majority Leader Mike Mansfield, Democrat from Montana, in the formulation and execution of U.S. Vietnam policy. This book assesses and evaluates the decision-making behavior of United States presidents and their chief advisers from Roosevelt to Kennedy pertaining to China. Seeking to dispel with the notion that each administration sought policy outcomes on the basis of a rational decision-making model, Bartley highlights the contradictions of adopted presidential decision-making processes and the nature of domestic politics as playing prejudicial and debilitating roles. The book demonstrates that elite decision-making processes interacted with assumptions made about Chinese behavior, interests, and attitudes only superficially and in some cases not at all. Misinformation and misperception were the natural outcomes. Reinforced by the politics of McCarthyism at home, intellectual debate on China policy was squashed, parochialism and nuance were shunned, and information was closed off. Ultimately, a divorce between the norm of behavior and the search for rational policy was registered in each administration. The net result was a lasting and destructive cognitive dissonance: to fit expectations of a China reality constructed, information was ignored, overlooked, and distorted. Offering new insights into the China policies of consecutive administrations from 1941 to 1963, this volume will be of great interest to scholars and students of American foreign policy, security studies, and international relations.
