Christopher J. Dodd, presiding. Present: Senators Dodd, Pell, Mathews, Lugar, Kassebaum, Murkowski, and Coverdell. Senator Dodd. The committee will come to order. I thank all of you for getting up at a very early hour to have a hearing. But, as all of you know, we have got some conflicting scheduling today, and I thought this would probably be the best way to handle this; rather than to start something later in the morning and then have it interrupted throughout the day. I am grateful to our witnesses, and deeply grateful to my chairman, Senator Pell of Rhode Island, for offering me the opportunity to chair these hearings; and I am thankful to him for being here with us this morning. I would like to take a couple of minutes now for brief opening comments, turn to my colleagues for any opening comments they may have, and then we will get to our witnesses immediately thereafter, if we can. This morning the Committee on Foreign Relations is conducting a hearing on the North American Free Trade Agreement and related matters in preparation for the committee's consideration of the NAFTA implementing legislation that falls within our jurisdiction. We are very fortunate to have with us this morning several high level representatives from the Clinton administration, as well as representatives of organized labor and nongovernmental environmental organizations. Before we hear from our first panel of administration witnesses, I would like to make a few remarks about the NAFTA agreement. As many of you may know, on October 7, I delivered a speech on the floor of the U.S. Senate, in which I announced my support for the NAFTA agreement. I did so because I had come to the conclusion that on balance NAFTA represents a good deal for the working people of my State, and for the future job base of this country.
