Immediate objective was to provide or strengthen cooperative institutions in food aid assisted countries in Central America (Costa Rica, Honduras, Nicaragua, Panama) through technical guidance, management development and member education. FINDS fault with rather ambitious basic concept that combining food aid with cooperative development programmes/projects would produce two-way benefits. The limited scope for cooperative promotion, the regional character of the project, and the small number of experts on the project resulted in a shift of project focus from direct cooperation with self-help organisations to direct assistance to WFP counterpart institutions. LESSONS LEARNED: Concludes that proper project planning, particularly prior research into on-going WFP projects in the region, would have minimised discrepancies between the original concept and the implementation of the project. Comments made by ILO officials appended.
