This book explores how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The question of how to advance universal social rights while reducing territorial inequalities has been a central dilemma for Latin America and India. After several decades of ambitious decentralization reforms in both regions, the balance between local accountability versus centralized planning remains a theoretical and empirical problem in need of systematic exploration. The chapters in this volume incorporate both federal and decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. This book explores the politics of fiscal authority, focusing on the centralization of taxation in Latin America during the twentieth century. The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.

Hybrid Regimes within Democracies presents the first comprehensive study of democracy and authoritarianism in all the subnational units of a federation. The book focuses on Argentina, but also contains a comparative chapter that considers seven other federations including Germany, Mexico, and the United States. The in-depth and multidimensional description of subnational regimes in all Argentine provinces is complemented with an innovative explanation for the large differences between those that are democratic and those that are 'hybrid' - complex combinations of democratic and authoritarian elements. Putting forward and testing an original theory of subnational democracy, Gervasoni extends the rentier-state explanatory logic from resource rents to the more general concept of 'fiscal rents', including 'fiscal federalism rents', and from the national to the subnational level.
