That immediately upon the passage and approval of this act, the Board of Administration shall meet in the City of Helena and arrange for the first series of institutes throughout the state, and thereafter such board shall meet annually on the second Tuesday of November, and they shall again meet on the second Tuesday in March of each year, to audit all expenditures and arrange for the printing, in pamphlet form, within sixty days of said meeting, of the Institute Annual, and that the cost of said annual shall not exceed One Thousand Dollars in any one year. Whitman at the Albion Farmers' Days and to the special meeting arranged by my bureau at Oneonta in order that the Governor might meet the farmers in that portion of the state and discuss with them needed and proposed legislation. In both cases the Governor's presence and words were appreciated. A better understanding resulted as to existing needs and conditions and made clear the desire of the chief executive to serve the people without regard to political bias. Plans are already formulated for a campaign next winter where some of the great fundamentals, such as the state, national, and world-wide food requirements, labor, maximum and minimum price, distribution, and necessary crop production will be taken up. Excerpt from Eighth Annual Report of the Agricultural Experiment Station of the Agricultural College of Montana: For the Year Ending June 30, 1901 Peas - From some ten or a dozen varieties tested, all have been discarded except two, viz.: Mummy and Canadian Golden Vine. Of these two, the former is a crown pea, an early maturing sort, characterized by a short, strong straw, producing large grain which all ripens at once. The Canadian Golden Vine is an indeterminate grower producing a much longer, more slender and vet heavier yield of straw per acre. These are a later kind. We recommend them where a large quantity of fodder is desired which can be controlled by the water supply. This pea will ripen up and produce an abundance Of grain unless grown on moist ground or watered too freely. There has been a greater demand for the seed of these two peas than could be supplied. Y.: Dear Sir. - It gives me pleasure to hand you my report for the year 1902, together with some of the papers read at the meetings and a few of the question box discussions. The attendance during the past year has been fully up to the average and the interest manifested in the meetings has never before been equalled. Nearly 1,300 applications for meetings were received and 250 meetings of 1,118 sessions were held, with a total attendance of over 90,000. The addresses and discussions have covered a very wide range of agricultural thought and labor. In fact, all branches of agriculture which are being pursued in New York State have been covered by specialists and experts in the localities where the various interests are most prominent. The subject of good roads has been taken up by various members of our institute staff as well as by Honorable Frank D. Lyon, who was detailed to us from the State Engineer's office, and the Higby-Armstrong and Fuller laws have been fully explained in various sections of the State. The interest which the farmers have taken in these lectures has been very marked. Ofttimes they have objected to addresses on good roads, when offered them, but without exception I believe they have been interested and at the close of the meeting have been thankful that the subject had been so thoroughly discussed before them.
