Presently the eleven incorporated towns and cities within Carbon County, Wyoming are served and protected by a combination of twelve municipal and county fire departments. The problem is the ability to adequately respond on a consistent basis to Hazardous Materials Incidents within Carbon County, Wyoming. The purpose of this research is to evaluate fire department capabilities, responder readiness, equipment availability and training needs for firefighters responding to incidents involving hazardous materials incidents within Carbon County, Wyoming. A descriptive methodology will be used to answer the research questions 1) what level of certification are firefighters trained to for hazardous materials response? 2) What are the hazardous materials response capabilities of the fire departments' within Carbon County? 3} What are the communications capabilities of the responding fire departments within Carbon County? 4) What are the high frequency chemicals that emergency responders will encounter within Carbon County? Written materials and information from the internet were used to gather policies and procedures to evaluate the response capabilities of local responders. A survey was conducted with all twelve fire departments to determine their operational readiness to respond to hazardous materials incidents within Carbon County. A review of standard policies and procedures was conducted to evaluate the response capabilities of local responders. Recommendations were made based on comparing national standards and regulations to the present conditions reported by the responding agencies.
