In this study, the moisture sensitivity of several conventional asphalt concrete and asphalt rubber mixes was assessed. This included an evaluation of (a) the effect of hydrated lime on the moisture sensitivity of asphalt concrete (AC) mixes, (b) the use of AASHTO T283 in assessing the moisture sensitivity of AC mixes, (c) the effect of variations from the optimum bitumen content on the moisture sensitivity of AC mixes, (d) the effect of changes in air voids on the moisture sensitivity of AC mixes, (e) the moisture sensitivity of asphalt rubber mixes, (f) the effect of maximum aggregate size on the moisture sensitivity of AC mixes, and (g) the potential use of the controlled-strain fatigue beam test in evaluating the moisture sensitivity of AC mixes.

Because the pavement on this route is considered to be representative of other routes in Districts 8, 9, and 11, this investigation to try and determine the reasons for the premature distress was conducted. The history, performance, and climatological data for Route 15 from Cajon Pass to the Nevada state line were studied. A considerable amount of coring and testing was done to determine several physical properties of the top 3 in. of the AC. Pavement deflection and traffic data were also obtained for this investigation.

This thesis presents the recommendation for whether the Georgia Department of Transportation (GDOT) should adopt the National Cooperative Highway Research Program (NCHRP) Report 747 (Guide for Conducting Forensic Investigations of Highway Pavements) as a guide to conduct forensic investigations. The evaluation of three pavement types using the NCHRP 747 guide is completed: Jointed Plain Concrete (JPC), Continuously Reinforced Concrete (CRC), and Hot Mix Asphalt (HMA). Each type consisted of an evaluation of two sites in "good/fair" and "poor" conditions. Non-destructive testing was performed using a Ground Penetration Radar (GPR) and Falling Weight Deflectometer (FWD). Destructive and on-site field testing were performed consistently with the recommendations of the guide. Laboratory tests were conducted to determine material properties and combined with traffic data to form conclusions about the causes of pavement distress. It is recommended from this study that the GDOT adopts the NCHRP Report 747 for use in Georgia.
