Right turn on red (RTOR) is permitted at most signalized intersections in the United States, primarily to reduce vehicle delays and fuel consumption. However, RTOR increases the risk of motor vehicle crashes and injuries, especially to pedestrians and in urban areas. To reduce the risk of pedestrian crashes at busy intersections, RTOR can be either entirely prohibited, prohibited during specified hours, or prohibited when pedestrians are present. The purpose of this study was to evaluate two methods for restricting RTOR at urban intersections -- traffic signs prohibiting RTOR during specified hours, and signs prohibiting RTOR when pedestrians are present. Fifteen intersections in Arlington, Virginia, where RTOR had previously been permitted at all times were randomly assigned into three groups -- control, no RTOR during specified hours, and no RTOR when pedestrians are present. Signs prohibiting RTOR during specified hours were very effective at increasing the percentage of drivers stopping at stop lines (from 21 to 40 percent), reducing the percentage of drivers turning right on red without stopping (from 32 to 13 percent), and reducing the number of pedestrians yielding to turning vehicles (from 17 to 7 percent). Signs giving drivers discretion to turn right on red based on whether pedestrians are present were not effective.

"The purpose of this study was to determine current motorist compliance to RTOR regulations, develop and field test countermeasures for RTOR pedestrian accidents, and develop improved warrants and guidelines for prohibition of RTOR. Based on data from several U.S. cities, only 3.7 percent of all right-turning drivers violate no turn on red (NTOR) signs. However, of drivers with an opportunity to turn right on red, 20 percent violated the sign. At locations with RTOR allowed, 56.9 percent of motorists do not come to a complete stop before turning right on red. Based on conflict and violation data, 30 countermeasures were developed as possible treatments for RTOR-pedestrian accidents. Seven of these were field tested, including an offset stop bar, a red ball (symbolic) NTOR sign, a larger 30x36-in (75x90-cm) NTOR sign, a Look For Turning Vehicles pavement marking, a NTOR When Pedestrians Are Present sign, and an electronic variable message (blank-out) NTOR sign. Several promising applications for the devices were recommended. A critique was made of the current MUTCD guidelines on RTOR prohibition. Rising awareness of and increased attention to sexual harassment has resulted in momentum to implement sexual harassment prevention efforts in higher education institutions. Work on preventing sexual harassment is an area that has recently garnered a lot of attention, especially around education and programs that go beyond the standard anti-sexual harassment trainings often used to comply with legal requirements. On April 20-21, 2021, the National Academies of Sciences, Engineering, and Medicine hosted the workshop Developing Evaluation Metrics for Sexual Harassment Prevention Efforts. The workshop explored approaches and strategies for evaluating and measuring the effectiveness of sexual harassment interventions being implemented at higher education institutions and research and training sites, in order to assist institutions in transforming promising ideas into evidence-based best practices. Workshop participants also addressed methods, metrics, and measures that could be used to evaluate sexual harassment prevention efforts that lead to change in the organizational climate and culture and/or a change in behavior among community members. This publication summarizes the presentations and discussion of the workshop.
