INTRODUCTION AND LITERATURE REVIEW The exploration for oil and gas in ever increasing water depths has given an impetus to research efforts on the behaviour of offshore structures under ocean environment. These structures are continuously subjected to environmental loading because of waves, wind and current. A response analysis is required to assess the safety of offshore structure under severe storm conditions as well as for estimation of damage caused by less severe but more frequently occuring sea states. A majority of the reported failures in the life time of offshore structures are in fact fatigue failures. The offshore structures are usually built in the form of welded tubular structures. The joints of these tubular members experience the fatigue damage mainly due to small defects in welding which act as crack initiators, high stress concentrations and the variable loads. The variable loads due to the ocean waves cause cyclic stress variation in the structural members and the accumu lated effect of these stresses results in the fatigue failure.

This volume contains the results of the third phase (1981 - 1987) of a research programme on the in-service behaviour of welded marine structures under fatigue and corrosion fatigue loading. The programme was undertaken in six EEC countries (Denmark, France, Germany, Italy, The Netherlands, United Kingdom) in close association with similar work being undertaken in Norway and Canada. In all, more than 40 research laboratories have been involved in an overall collaboration aimed at generating information relevant to the performance of offshore steel structures and fostering a precise degree of common technical understanding that will encourage the increased use of structural steel fabrications for the exploitation of offshore hydrocarbon reserves throughout the world. The programme has already produced tangible benefits for both the steel and oil industries through the contribution it has made to a better understanding of the behaviour of steel structures in marine environments as well as by providing the data necessary for the revision of codes of practice relating to the fabrication of these structures.

In this survey, the fatigue performance for steels in the yield strength range 350-900MPa, expressed in terms of fatigue crack propagagation rate (FCPR), is reveiwed. The influence of environment, seawater, cathodic protection and mechanical loading, load ratio R, test frequency f, are assessed. Comparisons with the behaviour of conventional structural steels, BS4360:50D and higher strength steels are established. Available data for the associated heat affected zone (HAZ) and weld metal are also reviewed.
