The FAO Fishery and Aquaculture Circular C942 Revision 3 (C942 Rev. 3) updates and expands the scope of previous revisions of the circular. C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored. C942 Rev. 3 discusses ways to measure and assess inland fisheries, in particular, how to establish more accurately inland fishery catches in the many situations where there are challenges to collection of catch statistics.

This report presents the implementation activities and results of the Food and Agriculture Organization of the United Nations (FAO) Project FMM/RAS/298/MUL: Strengthening capacities, policies, and national action plans on prudent and responsible use of antimicrobials in fisheries. The objectives of this project were to develop and/or enhance the knowledge, skills and capacity of the participating Competent Authorities on fisheries and aquaculture, as well as to assist them in the development and implementation of policies and national action plans (NAPs) on the prudent and responsible use of antimicrobials. The project enhanced the capacities of national Competent Authority (technical specialists, inspection and laboratory staff) to enable productive engagement with other lead agencies (e.g. the World Health Organization [WHO], national agriculture, food safety and animal health authorities), particularly with respect to their aquaculture and fish food safety component contributions to the NAP and the integration of the aquatic sector within the One Health framework. The report also briefly summarizes the recent actions and activities taken by FAO related to AMR in aquaculture since the completion of this project, including awareness raising targeting policymakers and aquaculture stakeholders, relevant publications, candidate reference centers and other ongoing projects to date.

This report highlights the accomplishments of the Food and Agriculture Organization of the United Nations (FAO) consultations and round-table discussions on the PMP/AB that were held during 2019. These include the following: (i) the Second Multi-Stakeholder Consultation on the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB2) (29–31 January 2019); (ii) the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB): First Technical Working Group Meeting (TWG1) (20–22 March 2019); and (iii) the Roundtable Discussions on Aquaculture Biosecurity (22–26 July 2019). It reports on the progress made towards formulating, planning and developing implementation mechanisms for the PMP/AB, based on the comments and recommendations provided by the wide range of stakeholders and experts who participated in these events. In August 2019, the Tenth Session of the Committee on Fisheries (COFI) Sub-Committee on Aquaculture, held in Trondheim, Norway endorsed the PMP/AB and the development of a multidonor-assisted, long-term aquaculture biosecurity component of an aquaculture programme, including its five pillars. Therefore, the FAO, through its Department of Fisheries and Aquaculture, now has a mandate for the further development and implementation of the PMP/AB. Future activities include the establishment of an official Technical Working Group (TWG) that will drive the further development of the technical aspects of the PMP/AB, wider consensus building, initial application (pilot testing) and refinement of the PMP/AB tools, and resource mobilization for the aquaculture biosecurity programme. Guidance documents and resources for advocacy and training on the PMP/AB are currently in development to facilitate adoption at the national level.

The welfare of fish in aquaculture is of increasing public concern in Europe and thus of growing importance for fish farmers. Although the topic can be regarded as controversial, due in particular to the lack of available knowledge, there is nevertheless an urgent need for fish farmers, authorities and scientists to develop criteria, approaches and practices to monitor and safeguard the welfare of cultured fish. The objective of this document is to provide the opinion of EIFAAC Member institutions– as the reference body in the field of inland fisheries and aquaculture – on how, given the current state of scientific knowledge, fish welfare issues can be integrated into best practice guidelines for fish culture. This report deals with the welfare of farmed finfish and neither addresses capture fisheries, be they commercial or recreational, nor welfare issues related to the culture of crustaceans and molluscs. The report focuses on the welfare issues of on-growing fish while giving little to no attention to larvae/fry and broodstock. Likewise, the report focuses primarily on the culture conditions for farming of fish and gives little attention to welfare aspects related to transport and slaughter. Finally, emphasis is given to the culture of freshwater fish, but marine species are included where appropriate. It is understood that the principal welfare issues are comparable for freshwater and marine fish culture.

This report documents the accomplishments of the FAO Project TCP/MIC/3603/C2 – “National Aquatic Animal Health and Biosecurity Strategy” that was implemented in 2019 for the Federated States of Micronesia (FSM). These include the following: (i) Round-table discussions on aquaculture development, biosecurity legislation, aquatic animal health and aquaculture biosecurity (21–22 May 2019); (ii) Technical Seminar on Basic Aquatic Animal Health and Aquaculture Biosecurity (23 May 2019); (iii) National Consultation on Aquaculture Development, Biosecurity Legislation, Aquatic Animal Health (24 May 2019); and (iv) Introductory training course on risk analysis within the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB) (27–28 May 2019). The various activities undertaken during the field mission provided the basis for drafting the National Strategy on Aquatic Animal Health (NSAAH) and the National Aquatic Pathogen List (NAPL) for FSM. There is a need to conduct another round of national consultations in order to generate feedback prior to finalizing the documents and approval. The next step will be to incorporate them into the government’s policy documents and work with partners for joint resource mobilization to support implementation. The report also contains a list of recommendations that the Government of FSM should consider to improve capacities in aquatic animal health and aquaculture biosecurity.
