The authors who contributed chapters to this book added their perspectives to ongoing debates about academic areas in the region. Thus, the book’s primary objective is to discuss the development of social welfare and social work in Southern Africa. In doing so, it endeavours to contribute to the existing body of knowledge on social welfare and social work in the region. The chapters are examined through different theoretical lenses and historical perspectives. In sub-Saharan Africa, older people make up a relatively small fraction of the total population and are supported primarily by family and other kinship networks. They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.

For each country it considers the ideological framework underlying the social welfare system and describes the historical development of both the system and the political and socio-economic context. Each chapter looks at the structure and administration of the systems in place and how these are financed. We study the validity of experimental methods designed to measure preferences for intra-household resource control among spouses in Ghana and Uganda. We implement two incentivized tasks; (1) a game that measures willingness to pay to control resources, and (2) private and joint dictator games that measure preferences for resource allocation and the extent to which those preferences are reflected in joint decisions. Behavior in the two tasks is correlated, suggesting that they describe similar underlying latent variables. In Uganda the experimental measures are robustly correlated with a range of household survey measures of resource control and women’s empowerment and suggest that simple private dictator games may be as informative as more sophisticated tasks. In Ghana, the experimental measures are not predictive of survey indicators, suggesting that context may be an important element of whether experimental measures are informative.

Across the world, welfare states are under challenge—or were never developed extensively in the first place—while non-state actors increasingly provide public goods and basic welfare. In many parts of the Middle East and South Asia, sectarian organizations and political parties supply basic services to ordinary people more extensively and effectively than governments. In sub-Saharan Africa, families struggle to pay hospital fees, and nongovernmental organizations (NGOs) launch welfare programs as states cut subsidies and social programs. Likewise, in parts of Latin America, international and domestic NGOs and, increasingly, private firms are key suppliers of social welfare in both urban and rural communities. Even in the United States, where the welfare state is far more developed, secular NGOs and faith-based organizations are critical components of social safety nets. Despite official entitlements to public welfare, citizens in Russia face increasing out-of-pocket expenses as they are effectively compelled to seek social services through the private market In The Politics of Non-State Social Welfare, a multidisciplinary group of contributors use survey data analysis, spatial analysis, in-depth interviews, and ethnographic and archival research to explore the fundamental transformation of the relationship between states and citizens. The book highlights the political consequences of the non-state provision of social welfare, including the ramifications for equitable and sustainable access to social services, accountability for citizens, and state capacity. The authors do not assume that non-state providers will surpass the performance of weak, inefficient, or sometimes corrupt states but instead offer a systematic analysis of a wide spectrum of non-state actors in a variety of contexts around the world, including sectarian political parties, faith-based organizations, community-based organizations, family networks, informal brokers, and private firms.
