The Database and Expert Systems Applications - DEXA - conferences are dedi cated to providing an international forum for the presentation of applications in the database and expert systems field, for the exchange of ideas and experiences, and for defining requirements for the future systems in these fields. After the very promising DEXA 90 in Vienna, Austria, we hope to have successfully established wjth this year's DEXA 91 a stage where scientists from diverse fields interested in application-oriented research can present and discuss their work. This year there was a total of more than 250 submitted papers from 28 different countries, in all continents. Only 98 of the papers could be accepted. The collection of papers in these proceedings offers a cross-section of the issues facing the area of databases and expert systems, i.e., topics of basic research interest on one hand and questions occurring when developing applications on the other. Major credit for the success of the conference goes to all of our colleagues who submitted papers for consideration and to those who have organized and chaired the panel sessions. Three speakers at the Second Workshop on Network Management and Control nostalgically remembered the INTEROP Conference at which SNMP was able to interface even to CD players and toasters. We agreed this was indeed a major step forward in standards, but wondered if anyone noticed whether the toast was burned, let alone, would want to eat it. The assurance of the correct operation of practical systems under difficult environments emerged as the dominant theme of the workshop with growth, interoperability, performance, and scalability as the primary sub-themes. Perhaps this thrust is un surprising, since about half the 100 or so attendees were from industry, with a strong contingency of users. Indeed the technical program co-chairs, Shivendra Panwar of Polytechnic and Walter Johnston of NYNEX, took as their assignment the coverage of real problems and opportunities in industry. Nevertheless we take it as a real indication of progress in the field that the community is beginning to take for granted the availability of standards and even the ability to detect physical, link, and network-level faults and is now expecting diagnostics at higher levels as well as system-wide solutions.

Data transmission networks developed during the 1970s were often designed without any network management features. The technical traditions of the world of information technology had been forged on small systems with just a few dozen terminals spread over a small area. At the time, the extension of networks to cover wide geographical areas was not perceived as a change of dimension.
