Le conseil d'administration de la Régie régionale de Montréal-Centre a adopté le 27 juin 1995 le plan de reconfiguration du réseau de la santé et des services sociaux basé notamment sur l'amélioration de la santé et du bien-être de la personne, la qualité des services, l'efficience des ressources ainsi que la mise en place du mécanisme de coordination de l'accès aux services comme un des "moyens privilégiés pouvant garantir l'instauration d'un réseau interactif de services en déficience intellectuelle." Afin d'actualiser son implantation, la Régie régionale a mis sur pied un comité de travail multisectoriel, composé des principaux représentants des divers milieux oeuvrant auprès des personnes vivant avec une déficience intellectuelle, dont le mandat était de valider les modalités de fonctionnement proposées. Avant de procéder à l'implantation du mécanisme sur l'ensemble de l'île de Montréal, la Régie régionale a mis de l'avant un projet expérimental dans deux territoires de CRPDI (Est et Nord) afin de s'assurer que les modalités établies permettaient de réaliser les fonctions attribuées au mécanisme. Ce rapport comprend la connaissance et impact du mécanisme depuis son implantation et l'apport du mécanisme par rapport aux objectifs visés. Il comprend les résumés des commentaires et les ajustements proposé.

Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.
