This book examines the international efforts to regulate violence in Kosovo since 1999 through the United Nations Mission in Kosovo (UNMIK) and covers 15 years of international presence. The book analyses the process of implementing international policies from a sociological perspective, and looks at the adaptations and arrangements of public policies achieved through the transactions of international actors with local actors, who are at the heart of policy implementation. In particular, it analyses the disarmament, demobilisation, and reintegration of combatants (DDR) programme and shows the extent to which it was co-produced with Kosovo Liberation Army (KLA) leaders co-opted by international administrators. These analyses take the opposite view to the work that considers ex-combatants as spoilers. In Kosovo, the combatant leaders acted as peace brokers, facilitating demobilisation and exercising disciplinary control over rank-and-file combatants. Their position as brokers helped them to take control of the new state being built under international administration. This book shows the importance of the relationship between ex-combatants and the state and illustrates the multiplicity of their possible trajectories, including political ones. To elucidate the dynamics of co-production in shaping DDR policies and hybridising international policies as well as in state formation, the book relies on around a hundred interviews with ex-combatants of the KLA and with international personnel, as well as on the archives of international organisations and observations in the field. This book will be of much interest to students of international statebuilding, peace and conflict studies, Balkan politics and international relations.

While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

This book investigates demobilisation, disarmament and reintegration (DDR) in Colombia during the twentieth and twenty-first centuries. The six large peace processes and amnesties that took place in Colombia over this period were nation-led, providing an interesting case study for the wider DDR literature, which has historically focused on Africa and Asia. The continuous process of creating and demobilising illegal armed groups has been pivotal in building the Colombian state. Although the peace settlements and amnesties have brought renewed cycles of violence, they have also been key to the negotiation of democracy and citizenship rights for both ex-combatants and wider sectors of the population. Female Ex-Combatants, Empowerment, and Reintegration investigates the role of United Nations-led Disarmament, Demobilization, and Reintegration (DDR) programs in undermining female ex-combatants’ empowerment. The participation of female combatants in conflict has increasingly been recognized in feminist literatures and in policies and programs concerned with reintegrating ex-combatants and building peace. This has illustrated that female ex-combatants often experience "empowerment" through their role as combatant; however, this empowerment is often lost upon reintegration. UN-led DDR plays an important role in the broader peacebuilding process, as it is one of the largest interventions and directly aims to reintegrate ex-combatants into civilian life. This book draws on extensive field research and interviews with female ex-combatants and DDR officials in Liberia and Nepal to develop a nuanced and comprehensive picture of female ex-combatants’ empowerment and how this is undermined by DDR. Through reconceptualized frameworks of empowerment and an emancipatory peace, the book explores the pivotal role that DDR programs play in undermining female ex-combatants’ empowerment. The author argues that this is detrimental to peacebuilding, because DDR officials and documentation narrate female ex-combatants in limited and gendered ways, which reproduces gendered inequalities and define how female ex-combatants should behave. This book will be of great interest to scholars and practitioners working on gender, conflict, peace, security, and development.
