The question today is: Has the concept of deterrence outlived its usefulness? In Beyond Nuclear Deterrence, two of Russia's top nonproliferation and international security experts, Alexei Arbatov and Vladimir Dvorkin, critically assess the history of deterrence as it emerged between the Soviet Union and the U.S. and evolved through the Cold War to include an expanding nuclear club. The authors argue that while deterrence as a concept has always been paradoxical, it is poorly equipped to handle today's most significant nuclear challenges: proliferation and terrorism. The objective of this book is to ascertain whether extending arms control to cover ASW weapons systems would measurably improve the calculated confidence that defense analysts place in the long-term viability of the missile submarine deterrent. No sector of a superpower's defense system is quite so invulnerable against a preemptive attack as its fleet of highly mobile, deep-diving, long-ranging missile-bearing submarines. These make possible a second-strike capability that acts as a forceful deterrent against aggression. But this situation could become unbalanced through the development of effective techniques of strategic antisubmarine warfare (ASW). The objective of this book is to ascertain whether extending arms control to cover ASW weapons systems would measurably improve the calculated confidence that defense analysts place in the long-term viability of the missile submarine deterrent. In the course of investigating many questions, a major conclusion that emerges is that there are only a small number of potential measures for strategic ASW control that would significantly increase confidence in this deterrent, but that the matter is not now urgent in any case, because any threat to the submarine deterrent from ASW "seems at the moment uncertain and very far in the future." These concerns are addressed in the book by a group of contributors who originally delivered their papers at a conference organized by the American Academy of Arts and Sciences with the support and cooperation of the Carnegie Endowment for Peace, the Alfred P. Sloan Foundation, and the Johnson Foundation. The conference was held at "Wingspread," the headquarters of the Johnson Foundation in Racine, Wisconsin, in November 1972. The papers range in content from technical considerations to political and legal concerns.

Britain established in 1940 the first national nuclear weapons program in the world, and this gave Britain credibility in participating in the U.S.-led Manhattan Project during World War II. Despite the interruption in U.S.-U.K. nuclear cooperation in 1946-1958 owing to the McMahon Act, since 1958 the United States and the United Kingdom have worked closely in the nuclear domain. Given Moscow's revanchist foreign policy, its willingness to use military force to achieve its goals, and its annexation of Crimea in 2014, the strategic threat Russia presents to NATO's Allies in the Baltic region has become acute. The Alliance must find a means to deter Moscow from attempting a similar action in the former Soviet Baltic republics that are now NATO member states. This thesis has identified regional nuclear deterrence as the best means of addressing this threat, and it has answered the question: "How, and to what extent, would the addition of U.S. sea- and ground-based non-strategic nuclear weapons strengthen the Alliance's deterrence and defense posture in Europe?" Through a qualitative analysis of NATO's nuclear deterrence posture in Europe in the light of new challenges, including Russian air defenses, this thesis has found that the addition of a nuclear-capable cruise missile such as the Nuclear Tomahawk Land Attack Missile (TLAM-N), deployed on surface ships, would be an effective short-term solution to this problem and would be consistent with the Navy's "distributed lethality" concept for surface ships.
