Cette étude comparative des méthodes d'évaluation du handicap analyse les divers critères régissant l'octroi des allocations et des aides aux personnes handicapées dans vingt-deux pays membres du Conseil de l'Europe. Quatre approches fondamentales ont été identifiées et examinées: la méthode des barèmes, l'évaluation des besoins en matière de soins, la détermination des capacités fonctionnelles et l'estimation du dommage économique. En outre, le rapport décrit le rôle des équipes pluridisciplinaires dans la prise de décision pour l'octroi d'allocations et d'aide personnelle, et, plus particulièrement, pour l'évaluation des capacités de la personne en vue de sa réadaptation et (ré)intégration professionnelles et sociales (" la réadaptation prime sur la rente "). Le rapport souligne la nécessité d'une communication transfrontalière accrue ainsi que d'une harmonisation des méthodes d'évaluation du handicap en Europe.
