This European Agreement, more popularly known as ADR, aims to ensure that dangerous goods arriving at a frontier in or on a road vehicle have been suitably packed and are being carried safely. It replaces the 1993 edition, and becomes applicable from January 1995. The volume contains the texts of the European Agreement itself and the technical Annexes A and B. The system of classification of dangerous goods under ADR is based on the Recommendations of the United Nations Committee of Experts of the Transport of Dangerous Goods, published in the Orange Book.

This two-volume publication includes the Final Act of the conference, the Resolution adopted, the Agreement and the annexed Regulations, as revised as of January 2007. It includes chapters on: general provisions; classification; dangerous goods list, special provisions and exemptions related to dangerous goods packed in limited quantities; provisions concerning the use of packagings, tank and bulk transport units; consignment procedures; requirements for the construction and testing of packagings, tanks and bulk transport units; requirements concerning the loading, carriage, unloading and handling of cargo; provisions for vessel crews, equipment, operation and documentation; and the rules for construction.
