Seventeen years after adoption of EU laws that forbid discrimination, immigrants, descendants of immigrants, and minority ethnic groups continue to face widespread discrimination across the EU and in all areas of life - most often when seeking employment. For many, discrimination is a recurring experience. Hate-motivated harassment too remains a scourge. While individuals believe their ethnic or immigrant background is the main reason for facing discrimination, they identify their names, skin colour and religion as additional triggers. Not surprisingly, experiences with discrimination and hate-motivated harassment and violence chip away at individuals’ trust in public institutions and undermine feelings of attachment to their country of residence. These are just some of the findings of FRA’s second European Union Minorities and Discrimination Survey (EU-MIDIS II), which collected information from over 25,500 respondents with different ethnic minority and immigrant backgrounds across all 28 EU Member States. It follows up and expands on FRA’s first major EU-wide survey on minorities’ and migrants’ experiences, conducted in 2008. The survey focuses on discrimination in different settings, police stops, criminal victimisation, rights awareness and societal participation.

"Violence against women undermines women's core fundamental rights such as dignity, access to justice and gender equality. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.

FRA’s Second European Union Minorities and Discrimination Survey (EU-MIDIS II) surveys around 26,000 individuals from different ethnic minority and immigrant backgrounds across all 28 EU Member States. This technical report presents a detailed overview of the research methods used by FRA when collecting the survey data. This technical report provides the relevant information needed to assess the quality and reliability of the EUMIDIS II survey data, as well as considerations for interpreting the survey results. Survey researchers often assess quality in terms of absence or presence of various types of bias, which affect all surveys. The various sections of this technical report clearly identify potential sources of bias, stemming from survey design or decisions made when implementing the survey. Given the innovative nature of the survey and the advanced methods used in balancing costs with potential sources of bias, this report can also be used as a reference when developing other national or multinational surveys on immigrants and ethnic minorities. Of all the groups surveyed by the FRA, the Roma emerged as the group most vulnerable to discrimination and crime. The FRA has therefore analyzed their situation in a 'data in focus' report, the first in a series of reports on minority groups and issues covered by the survey. The report on the Roma reveals a bleak picture for the estimated 12 million Roma in the EU. Roma reported the highest overall levels of discrimination across all areas surveyed. 66-92% of Roma (depending on the country) did not report their most recent experience of discrimination to any competent authority. 65-100% of the Roma respondents reported lack of confidence in law enforcement and justice structures.--Publisher's description.
