Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

This book provides a comprehensive understanding of environmental regionalism at the international level, analyzing the concept and identifying recurring patterns from six in-depth case studies. While ecoregions or environmental regions are defined on ecological boundaries rather than administrative criteria, ecoregionalism is the idea that regional dynamics should cluster around ecoregions, while ecoregionalization is the tendency of regional dynamics to cluster around ecoregions. Focusing on the international level, this book presents six cases of ecoregional processes from around the world and the regional environmental agreements: two are terrestrial, the Alps and the Andes; two are marine, the Mediterranean Sea and the Baltic Sea; two are related to freshwater ecosystems: the Amu Darya in Central Asia and the Great Lakes in North America. The book analyzes both ecoregional processes focused on the environment, as well as intersectoral ecoregional processes. The case studies are analyzed based on the ecoregional governance framework, developed by the author for this book. Despite the diversity of context, the similarity of the governance system of the six cases is striking. Several recurring patterns have been identified, which may also extend to the subnational level. They are not design principles, but may be taken into consideration for the design or redesign of current and future regional environmental agreements and processes. This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. This book questions how policies for the metropolis become Europeanised. The book analyses how spatial concepts and political ideas permeate the European multi-level system. Through an interpretive comparison of five contexts, the book provides an overview of the European orientation tracing two interdependent developments. First, the book examines references to ‘Europe’ in national and subnational policies. In French and German policies, metropolitan regions are increasingly framed as being central not only for inter-municipal coordination, but also as nodes within the European space. Moreover, Europeanised metropolitan regions such as Lyon and Stuttgart develop European strategies. The second development shows how metropolitan regions appear as actors and issues in the European policy arena, contributing to a tentative and implicit metropolitan dimension. This multi-scalar analysis is of interest for scholars and practitioners specialised in metropolitan regions, European urban and regional policies, geography and related areas.
