Published in 1997. After the collapse of the communist system, the political systems in Eastern Europe were unable to cope with increasing tensions between ethnic majorities and minorities. These tensions led to violent ethnic conflicts and civil wars, in particular in former Yugoslavia. In this phase of transition and nation-(re)building, ethnic groups strove for more political autonomy and even territorial secession. The newly independent states lacked democratic structures and traditions as well as civil manners that could be used for regulating ethnic conflicts. The idea of Civil Society provides both basic democratic mechanisms for a lasting co-existence in an ethnically plural society. The theoretical part of this book discusses the issues of conflict anatomy, causes for conflict, and democratic conflict resolution. The empirical part describes experiences of ethnic conflicts in former Yugoslavia (especially Slovenia, Croatia and Serbia) in Ukraine and Romania. Despite implicating ethnicity in everything from civil war to economic failure, researchers seldom consult psychological research when addressing the most basic question: What is ethnicity? The result is a radical scholarly divide generating contradictory recommendations for solving ethnic conflict. Research into how the human brain actually works demands a revision of existing schools of thought. Hale argues ethnic identity is a cognitive uncertainty-reduction device with special capacity to exacerbate, but not cause, collective action problems. This produces a new general theory of ethnic conflict that can improve both understanding and practice. A deep study of separatism in the USSR and CIS demonstrates the theory's potential, mobilizing evidence from elite interviews, three local languages, and mass surveys. The outcome significantly reinterprets nationalism's role in CIS relations and the USSR's breakup, which turns out to have been a far more contingent event than commonly recognized.

This book assesses the underpinning role ‘references to identity’ played and continue to play as the powerful mobilising force in domestic politics across the East European region stretching from Estonia to Bulgaria. Once considered an exclusively internal affair, international organisations have, over the last few decades, become increasingly involved in the management of ethnopolitical conflicts and have been active in attempts to prevent and/or resolve them. This book presents a series of studies covering the work of eight different organisations active in central and eastern Europe: the Organization for Security and Co-operation in Europe; its High Commissioner on National Minorities; the North Atlantic Treaty Organization; the United Nations Development Programme and Office for the Coordination of Humanitarian Affairs; the Council of Europe; the European Union; the Stability Pact for South Eastern Europe; and the World Bank. A further chapter considers the role of non-governmental organisations. The studies consider the varying approaches adopted by these institutions and illustrate the ways in which these differ from and complement one another.
